The City of Lockport is looking for a talented individual who seeks to lead the City’s development engineering efforts. The successful candidate will be a collaborative person, working with colleagues in a variety of settings to find solutions that build relationships with City leaders, the development community, residents and internal colleagues within various departments. The City’s staff are forward facing, giving you the ability to work directly with the community on development and community projects. Being customer service oriented and a good listener while being able to make decisions that protect the City’s interests are critical functions of the position.
SUMMARY: Under general supervision and direction from the Director of Community and Economic Development, this position performs professional, construction and development review duties for the City. Work involves planning, supervising and overseeing development engineering and building department projects in an efficient and responsible manner. Responsibilities will include review of private development and building permit projects, evaluating construction costs, new development and building permit site inspections and development close-out processes to ensure projects are completed consistent with City requirements. The successful candidate will also assist with, or review, master planning, capital improvement plans, code reviews/revisions and activities within the department as needed.

ESSENTIAL DUTIES AND RESPONSIBILITIES:Essential duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them if the work is similar, related or logical to the position.
- Lead the City’s efforts on development projects from City Council approval through construction completion.
- Provide oversight of City’s consulting development engineer.
- Provides development project review services to ensure conformance with City requirements.
- Reviews estimates of private development project costs for accuracy and to determine review and inspection fees as well as surety amounts.
- Provides construction observation services for development projects to ensure conformance with City requirements.
- Responsible for development project As-Built review and coordination with City utility maps and GIS program.
- Ability to drive development projects forward by working with developers, builders, contractors and others to overcome project obstacles.
- Lead NPDES and SWPPP evaluations of City projects and development projects within the City. Lead City NPDES outfall inspections.
- Works with City mapping, surveys, aerial photography and GIS information.
- Prepare weekly and monthly project status reports.
- Reviews building permit submittals for conformance with City standards and coordinates with City’s Building Official, Inspector and Permit Technicians to efficiently process applications.
- Provides development engineering inspections for specific building permit types.
- Ensure proper construction industry standards and techniques are being followed.
- Leads, in partnership with the City’s consulting development engineer, development pre-construction meetings to review City policies & expectations during development activities.
- Attends Plan and Zoning Commission meetings and prepares information, written reports and comments on agenda items as required.
- May provide information as required in the development of the City’s annual capital improvement program.
- May participate in developing general policies in consultation with the CED and Engineering team.
- May assist with department budget generation.
- May assist with training employees.
- Assist in determining the value of donated assets from development projects to the Finance Department.
QUALIFICATIONS:
- Bachelor’s Degree in Civil Engineering or related degree.
- At least 7-10 years of experience in development project engineering and/or project management work with a government office or consulting firm.
- EIT required.
- Planned progress toward achieving State of Illinois P.E. registration, if not already obtained.
KNOWLEDGE, SKILLS & ABILITIES:
- Civil engineering and development review practices.
- Knowledge and understanding of construction industry means and methods.
- Knowledge and understanding of local, county, state and federal laws relating to construction projects and practices.
- Firm understanding of construction management principles including planning, cost estimating, plan & specification generation, scheduling, reporting, tracking and closing out of City development projects.
- Modern methods and techniques used in the design and construction of water distribution, sewer collection, stormwater collection & routing, grading and transportation projects.
- Laws and regulations pertaining to civil engineering, municipal improvements and public works projects.
- English usage, spelling, grammar and punctuation.
- Computer skills using Windows, Microsoft Office applications, Internet, and Adobe Acrobat/Revu Bluebeam. GIS and BS&A experience is beneficial.
- Ability to multi-task and identify priorities for execution.
- Communicate clearly and concisely, both orally and in writing.
- Understand and follow written and oral instructions.
- Provide tactful and appropriate responses to inquiries from the public, developers, builders, other departments or agencies.
- Excellent project management and time management skills.
- Establish and maintain cooperative, collaborative working relationships with those contacted in the course of work.
- Read and understand reference and legal materials such as the City’s Municipal Code and other State statutes.
- Exercise sound judgment and take responsible actions as a City representative during contact with the public, elected and appointed officials, developers and other city employees.
- Coordinate with State and Federal agencies and demonstrate the capacity to foster relationships with external organizations.
- Supervise the work of consultants.
- Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines.
