Nature of Work Performs civil engineering duties related to the review of development projects and permit applications. Ensures that all such projects and permits comply with local engineering design standards for utilities, storm water quantity and quality, and transportation infrastructure, as well as state and federal requirements. Identifies opportunities to improve development permit coordination and procedures with the City's Public Works Department. Position manages projects identified in the City's Capital Improvement Program, including projects for City-owned facilities and buildings. Work is performed under the supervision of the Director of Planning and Community Development. Additionally, supervises the job performance of the Community Development Engineer.
Essential Functions of Work Reviews land development projects requiring Design Review Board, Planning Advisory Board, and City Commission approval for conformance with civil engineering standards, the municipal code, state and federal requirements, master plan documents, and city policies. Reviews construction permit applications for compliance with approved City engineering standards and other City, State and Federal code requirements. Coordinates closely with the City Engineer, Public Works Director, and other staff from the City's Public Works Department to ensure that all Public Works divisions are thoroughly involved in the development review process. Responds to requests for information pertaining to design requirements for sewer, water, storm water, and street infrastructure systems. Ensures that development projects and permits comply with the City's MS-4 program requirements. Works with applicants to proactively resolve engineering issues during the design and review phase of development projects. Provides technical assistance for City departments and manages projects related to City-owned facilities and buildings. Prepares reports for the Director of Planning and Community Development and City Engineer pertaining to engineering and development-related activities and projects. Assists in the development of policy and procedures for engineering and development-related permit review, including making recommendations for code changes and revising the City's Standards for Design and Construction. Supervises the work performance of the Community Development Engineer position. Presents information in a variety of settings, including meetings with developers and design professionals, Neighborhood Councils, City boards and Commission and other stakeholders. Regularly attends and makes presentations, as needed, at the City's Planning Advisory Board and Design Review Board. Assists in the preparation of feasibility studies and master plans, and other long range planning projects that have an engineering and/or development component. Works with the City Manager's Office to develop projects as necessary.
Education and Experience Bachelor's Degree in civil engineering or closely related field; and A minimum of eight (8) years of progressively responsible engineering design review, project management and professional level experience in municipal applications, and At least five (5) years of supervisory experience in the engineering profession; and Licensed in Montana as a Professional Engineer. An equivalent certification will be accepted; however, as a condition of continued employment, a Montana certification must be obtained within six (6) months of employment. Requirements of Work Employee must possess considerable knowledge of civil engineering principles, practices, and methods related to the design of road, storm water, and utility systems. Must maintain a comprehensive knowledge of pertinent federal and state requirements related to engineering design, as well as the ability to effectively and accurately interpret such requirements. Must possess a thorough understanding of construction methods as they relate to roadway, utility, and storm water facilities. Incumbent must have knowledge regarding site surveying and measuring equipment. Employee must have the ability to read and interpret civil drawings, site plans, and specifications. Incumbent must have previous experience supervising the work performance of engineers. Employee must be familiar with project management, specifically the development of RFPs, contract administration, and the construction management process. Employee should possess familiarity with responsibilities related to the City's MS-4 permit requirements, including the review/preparation of drainage plans for water quality compliance and review/preparation of Storm Water Pollution Prevention Plans (SWPPs) and Dust Control Plans. Incumbent must have excellent communication skills, both orally and in writing, to clearly communicate engineering concepts in both technical and non-technical terms with applicants, as well as, in more formal presentations to boards and commissions. Must be able to serve as an ambassador of the City and have the temperament to deal with a wide range of persons, including those individuals who may be upset over decisions regarding compliance with Federal, State and City requirements. Must have exemplary customer service skills as well as the collaboration skills to foster excellent relationships with other City departments. Incumbent should possess excellent computer skills including but not limited to the following areas: 1) Microsoft office software products, 2) GIS programs, 3) Computer Automated Drafting (CAD) software, 4) other proprietary permitting and plan review programs.

SUPERVISORY RESPONSIBILITY
This position supervises the Community Development Engineer position.
WORK ENVIRONMENT
Employee is expected to perform work in both field and office settings. Must be physically capable and comfortable inspecting potential development sites, as well as, construction sites that may include difficult or hazardous conditions.
PHYSICAL DEMANDS
While performing the duties of this job, the employee is frequently required to stand, walk, sit, bend, twist, reach, ride and perform similar body movements. Must have the ability to perform light physical work and to occasionally lift and carry up to 25 pounds at a time; the possession of hand/eye coordination sufficient to operate a personal computer, office equipment and a motor vehicle; the ability to talk and hear in person or by telephone; and the ability to see and read instructions and reports. Position periodically inspects projects under construction, so employee must be familiar with using proper safety procedures and operating in harsh weather conditions.
EXPECTED HOURS OF WORK
The work week is Sunday through Saturday. The work schedule for this position is generally a 40 hours per work week. This position is exempt and ineligible for overtime. Normal work hours are Monday through Friday, with some presence for evening meetings required.
