The Department of Public Works is seeking a Technical Writing Specialist for the Engineering Division. This position will play a key role in developing and maintaining technical content, documentation methodology, and framework to ensure consistency, efficiency, and adherence to policies, procedures, and standards for engineers and other professionals.

Develops and maintains technical documentation for the Engineering Division of the Department of Public Works. Performs complex administrative support to include updating and maintaining engineering policies and procedures, resolutions, and other complex agreements.
This position has an anticipated work schedule of Monday – Thursday, 6:30am – 5:00pm, subject to change. Under FLSA guidelines, this position is non-exempt.
Essential Duties/Responsibilities
- Responsible for developing technical content, documentation methodology and framework to ensure consistency, efficiency and adherence to policies, procedures, and standards for engineers and other professionals.
- Drafts standards implementation documents including policies and procedures, forms and checklists, resolutions, agreements, reports, business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar. Disseminates technical documents to appropriate parties.
- Plans, develops, organizes, drafts, and edits operational procedures and manuals to be used by both internal and external customers.
- Collaborates with subject matter experts to compile accurate and effective engineering implementation documents.
- Analyzes and edits documents to maintain continuity of information to include style of content. Manages updates and revisions to technical documentation.
- Schedules, plans, and conducts meetings/briefings with elected officials, staff, industry as required. Reviews correspondence and responds to inquiries in a timely manner.
- Routine software and business application including word processing, spreadsheets, presentation software, and databases.
- Participates in the development and implementation of goals, objectives, policies, and procedures for the division and department.
- Attends and represents the County at various meetings with citizens, developers, contractors, consultants, utility providers, County departments, and other governmental agencies.
- Maintains liaison with El Paso County Planning and Community Development, Colorado Springs Housing and Building Association, other local agencies.
- Researches, documents, and provides recommendations with respect to standard implementation documents.
- Performs other duties as required.
Qualifications
Knowledge, Skills, and Abilities:
- Familiarity with style guides such as AP Stylebook, Chicago Manual of Style, and Microsoft Manual of Style/Technical Publications.
- Must possess strong analytical skills and a high level of attention to detail.
- Excellent organizational and time management skills to effectively meet deadlines.
- Excellent team-building skills and ability to establish and maintain effective working relationships with staff, leadership, clients, and others to accomplish the department’s mission.
- Ability to communicate clearly and concisely both verbally and in writing with respect to grammar, punctuation, and spelling. Ability to present complex and technical data in a clear and concise manner.
- Ability to understand and work directly with complex and technical legal and engineering documents such as specifications, plans, diagrams, and schematics as well as County rules, regulations, policies.
- Ability to adapt to change and new information, including adapting behavior and work methods in response to changing conditions or unexpected obstacles.
- Ability to quickly learn and understand complex topics.
- Must be able to work independently with minimal supervision; ability to multi-task and demonstrate problem solving skills.
- Ability to operate standard office equipment such as computers, printers, copiers, calculators, telephone, and related software (Microsoft Office Suite).
- Maintain regular and punctual attendance.
Required Education and Experience:
- Bachelor's degree in communication, English, journalism, or related technical discipline.
- Two years of technical writing, paralegal, or related experience.
- Any equivalent combination of related education and work experience that satisfy the requirements of the job will be considered.
Licenses/Certificates:
- Must possess and maintain a valid driver's license.
- Paralegal certificate preferred.
Pre-Employment Requirements:
- Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.
Work Conditions
Duties are primarily performed in an office and remote work environment dependent on Department discretion and business needs. Some field work may be required.
