Summary of Duties
The Town of Mead recently passed a dedicated sales tax for street maintenance, significantly expanding the program. The Town is now seeking someone to manage all aspects of the program, including project and construction management functions for concrete repair, asphalt patching, asphalt paving/overlay, chip/slurry seal, crack seal, sweeping, striping, stormwater, bridge maintenance and dust control. The ideal candidate will have extensive field experience, as well as experience determining maintenance project scopes, cost estimating, bid document/specification preparation, procurement, contract administration, and construction inspection. This position is a combination of office and field work, with half of the time spent working in the field. Qualified candidates should have a bachelor’s degree in Civil Engineering, Construction Management, or a related field, as well as experience related to the pavement management field and five years of experience related to concrete curb, gutter and sidewalk, asphalt pavement, and drainage design or construction. Duties and Responsibilities: • Maintains and analyzes the pavement management system, including tabulation, inventory and condition assessment, projection of future infrastructure deterioration and rehabilitation types. • Creates and maintains a five-year and ten-year master pavement management program and develop priorities for program level determination. • Determines scope of work and cost estimates for the annual street infrastructure maintenance contracts. Develops project plans, specifications, bid documents and cost estimates. • Performs all aspects of project and construction management including contract administration, construction inspection, change order and pay application preparation or review, track project expenditures, public outreach, coordinate with homeowners, public and private utilities, school district, and railroads. • Responds to internal and external customer service requests and concerns and provide effective services or solutions for customers/citizens. • Administers bridge maintenance and consultant inspection programs. Develops replacement, repair, and maintenance programs and contracts for bridge infrastructure. • Prepares Board agenda items for approval and review and presents information to Board of Trustees, Planning Commission and other community groups. • Assists with the supervision of department employees, as directed. • Performs daily and weekly site visits with contractors and inspectors. • Develops and maintains monthly spreadsheets to track expenditures of work performed to ensure operations are within budget and to identify opportunities to expand the current scope. • Submits monthly pay requests for contracted services to the Public Works Director/Town Engineer for approval and payment. • Responsible for the annual HUTF report. • Works collaboratively with the Public Works Director/Town Engineer and employees on special projects, committees, and citizen inquiries. • Performs other related work as required and assigned. Minimum Qualifications • Bachelor’s Degree in Civil Engineering, Construction Management, or a related field with experience related to the pavement management field is required. • Five (5) years of experience related to concrete curb, gutter and sidewalk, asphalt pavement, and drainage design and/or construction is required. • An equivalent combination of education and experience may be considered. • Registration as Professional Engineer (PE) in Colorado is preferred. • Valid Colorado Driver’s License and a satisfactory driving record.
