LAND DEVELOPMENT ENGINEER Town of Christiansburg Engineering Department Code 82065
JOB SUMMARY Under the direct supervision of the Assistant Director of Engineering, the Land Development Engineer assists in the planning, reviewing, and management of professional engineering work involved with land development planning, design, inspections and construction. Manages customer service requests and coordinates with customers and other departments to resolve service requests.
WORK ACTIVITIES • Supervises, directs, and evaluates assigned staff, addressing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals • Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of construction work in progress and prepares progress reports; consults with assigned staff, assists with complex/problem situations, and provides technical expertise • Provides information and technical assistance to property owners, land developers, contractors, staff members, or other individuals/agencies regarding design, construction, inspection, and acceptance of town infrastructure including water, sanitary sewer, storm drainage, streets, and trails • Oversees preparation of inspection and compliance reports related to federal, state, and local reporting and documentation • Assists in the program administration of the Erosion and Sediment Control and VSMP programs for compliance with town ordinance/code and state regulations and laws • Discusses development issues with engineers, developers and contractors and recommends solutions • Reviews and oversees all new site development plans; receives, reviews, and distributes subdivision and commercial plans for compliance with ordinances and construction standards • Attends and facilitates meetings with owners, developers, and engineers; reviews comments from subordinates and coordinates changes with developers and their engineer; coordinates inspections and utility connections; processes related funds and permitting • Receives and processes public improvement bonds required for construction of town maintained infrastructure associated with land development including water, sanitary sewer, storm drainage, streets and trails; calculates public improvement bonds; maintains and secures development bond; reviews and approves requests for reduction and/or releasing bonds; maintains related documentation • Approves permit and utility applications; receives and reviews permits and applications; ensures completeness and conformance with engineering standards; issues applications and permits for water and sewer connections and underground utilities such as electric, gas, phone, and cable • Coordinates and represents the Town in review meetings and various forums regarding planned site development; discusses issues with developers, engineering consultants, and other city/state agencies to achieve understanding and consensus on all issues raised; presents the Town’s views on proposed development projects • Responds to questions or complaints; researches problems and initiates problem resolution; reviews and forwards service requests and work orders • Assists in developing and implementing departmental budget; monitors expenditures to ensure compliance with approved budget • Reviews, completes, processes or forwards various forms, reports, correspondence, including site development plans, site development review letters, work orders and service requests, utility applications and permits, codes, ordinances, regulations, policies, procedures, manuals, directories, reference materials, or other documentation • Communicates with supervisor, Town employees and officials, builders, developers, surveyors, the general public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems • Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; maintains professional affiliations; attends workshops and training sessions as appropriate • Performs other duties as assigned
JOB CONTEXT The Land Development Engineer will perform tasks that require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Essential functions are regularly performed without exposure to adverse environmental conditions.
WORK PERFORMANCE The Land Development Engineer is required to follow departmental expectations and adhere to all rules, regulations, policies, and procedures in the Town of Christiansburg Employee Handbook. Work performance is reviewed utilizing the Town’s employee performance review program following first 6-month introductory period. During this introductory period and moving forward, the employee must demonstrate a strong understanding of all that the job requires.
JOB REQUIREMENTS Education and experience • Bachelor’s degree or higher in Civil Engineering or related field, or equivalent education, training, and experience • Minimum of 4 years of progressively responsible management experience in civil engineering and land development • Experience with detailed site layout and grading; drainage and stormwater management design; utility design; transportation facility design; and erosion and sediment control design • Experience with AutoCAD, MicroStation, HydroCAD, PC SWMM, HEC RAS or similar drafting or hydraulic modeling software
Licenses and Certifications • Commonwealth of Virginia Professional Engineer (PE)(reciprocity between states will be considered) • Valid Virginia driver’s license with the ability to meet and maintain Town insurability requirements • Virginia DEQ Plan Reviewer for Stormwater Management, or ability to obtain within 6 months from date of hire. • Virginia DEQ Plan Reviewer for Erosion and Sediment Control, or ability to obtain within 6 months from date of hire • Virginia DEQ Program Administrator for Stormwater Management, or ability to obtain within 12 months from date of hire • Virginia DEQ Program Administrator for Erosion and Sediment Control, or ability to obtain within 12 months from date of hire
KNOWLEDGE, SKILL AND ABILITIES Knowledge: • Demonstrated knowledge of principles and practices of civil engineering design and construction • Thorough knowledge and understanding of methods, materials, regulations, and techniques used in the construction of utilities and with land development • Considerable knowledge of NPDES Phase II regulations and federal, state, and local environmental regulatory laws and codes governing stormwater and construction projects, including erosion and sediment control, VSMP and MS-4 programs
Skills and Abilities: • Well-developed interpersonal skills with the ability to deal tactfully and effectively with the public, staff, other agencies, engineering firms, contractors, developers, elected and appointed officials, and others • Proven management skills with the ability to manage day to day operations and plan, assign, supervise, review, and evaluate the work of others • Strong written and oral communication skills with the ability to prepare clear, concise, and accurate reports, records, and correspondence • Strong organizational and time management skills with demonstrated ability to organize work, set priorities, and exercise independent judgment within policy guidelines • Ability to understand, interpret and comply with Town Code, policies, and procedures and Town construction standards • Ability to perform detailed analysis of designs, specifications, and plans • Demonstrated ability to apply engineering principles and techniques to the solution of complex civil engineering problems • Ability to analyze complex civil engineering data and reports, evaluate alternatives and reach sound conclusions
