CAPITAL PROJECTS ENGINEER Town of Christiansburg Engineering Department Code 82070
JOB SUMMARY Under the direct supervision of the Assistant Director of Engineering, , the Capital Projects Engineer is responsible for coordinating water, wastewater, stormwater and/or transportation projects and reviewing subdivision, land development, and capital improvement projects to ensure that Town and private development projects are constructed to comply with plans, codes, ordinances, professional standards, best practices, and applicable regulatory requirements.
WORK ACTIVITIES • Supervises, directs, and evaluates assigned staff, addressing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals • Coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work in progress and inspects completed work to ensure that the quality of the work complies with the contract documents and specifications; consults with assigned staff, assists with complex/problem situations, and provides technical expertise • Develops project plans; develops list of potential infrastructure improvement projects to be included in the capital investment plan; conducts assessments to determine project requirements; identifies and manages critical path tasks; sets and meets interim project goals; sets and manages project contingency; performs change control and all other associated project management efforts needed to ensure that project schedule and budget are met • Develops and/or reviews preliminary and final plans and designs for any of the following projects: traffic and transportation, utilities, vertical construction, drainage and storm water run-off, hydrology and hydraulics, flood protection, grading and erosion control, and related issues; develops plans and designs using CAD and other engineering/drafting tools; develops engineering specifications for project construction based on programming assessment, design concepts, fundamental engineering principles, and approved development. • Supervises, directs, and assists contractors and work crews; organizes, prioritizes, and coordinates work activities; monitors status of work in progress; inspects completed work to ensure compliance with contracts in regards to cost, schedule, specifications, and quality of work; provides technical expertise and assistance with complex/problem situations • Serves as project liaison to the public regarding project concerns; receives and responds to inquiries and complaints; researches problems and initiates resolution of problems/complaints • Represents the project internally for all Town concerns; consults with program coordinators or other officials to review status of projects, review and resolve problems, receive advice and directions, and to provide recommendations; facilitates the coordination of project meetings, communications, and work activities between key business units, project teams, government agencies, and other participants; assists in resolving problems or conflicts between project participants; recommends solutions to problems and facilitates implementation • Oversees the administrative aspects of the project; negotiates and monitors budget and expenditures; updates project schedules and monitors progress of project in meeting established schedule; processes purchase orders, work orders, and invoices; reviews project progress reports submitted by contractors; coordinates acquisition and/or maintenance of required permitting; schedules inspections to ensure compliance with all regulatory requirements; facilitates adherence to all reporting and documentation requirements; evaluates and monitors progress against performance and quality measurements • Coordinates process for bidding and contracting of services of various project components in conjunctions with departmental or Town contracts officer; prepares Requests for Proposal (RFP) for services required to complete projects; prepares bid packages; conducts pre-bid and pre-constructions meetings; issues addendum to clarify questionable issues; participates in negotiations of scope of services and fees for professional service agreements; makes recommendations regarding selection of vendors and awarding of contracts • Oversees projects during design and construction phases; attends regular project progress meetings; works with consultants, contractors, and work crews to resolve problems and to initiate the appropriate solutions; assist with field decisions and approves change orders as appropriate; prepares, reviews, and processes change orders for changes to contracted scope of work; monitors adherence to project schedules; inspects quality of construction work and materials; coordinates final inspections with contractors and engineers; facilitates project acceptance with other Town departments or government agencies • Performs technical review of plans for water, wastewater, stormwater and transportation related issues; ensures compliance with applicable laws, ordinances, regulations and standards; inventories plan submissions for all required documentation; requests additional information as appropriate; works with developers and contractors to modify plans for conformity • Develops engineering specifications for project construction based on programming assessment, design concepts, fundamental engineering principles, and approved preliminary plan • Responds to complaints and questions related to division operations and activities; initiates problem resolution • Reviews, completes, processes or forwards various forms, reports, correspondence, maps, inspection reports, engineering reports, construction plans and specifications, contract documents, procedures, handbooks, reference materials, manuals, laws, codes and ordinances or other documentation • Communicates with supervisor, Town officials and employees, consultants, contractors, the public, outside agencies and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems • Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new products, methods, trends and advances in the profession; maintains professional affiliations; attends workshops and training sessions as appropriate • Performs other duties as assigned
JOB CONTEXT The Capital Projects Engineer will perform tasks that require the ability to exert moderate to heavy physical effort in moderate to heavy work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate to heavy weight (up to 80 pounds with assistance as needed). Tasks may involve extended periods of time at a keyboard or work station. Essential functions may require exposure to adverse environmental conditions, such as dirt, pollen, dust, odors, wetness, humidity, rain, temperature and noise extremes, machinery, or traffic hazards.
WORK PERFORMANCE The Capital Projects Engineer is required to follow departmental expectations and adhere to all rules, regulations, policies and procedures in the Town of Christiansburg Employee Handbook. Work performance is reviewed utilizing the Town’s employee performance review program following first 6 month introductory period. During this introductory period and moving forward, the employee must demonstrate a strong understanding of all that the job requires.
JOB REQUIREMENTS Education and experience • Bachelor’s degree or higher in Civil Engineering or related field, or equivalent education, training, and experience • Minimum of 4 years of progressively responsible experience in civil engineering and construction project management, preferably with a municipality • Prior supervisory experience • Experience with construction and engineering procurement • Experience reviewing construction and engineering drawings • Experience with AutoCAD, MicroStation, Procore, MS Project, GIS or similar drafting, project management, and mapping software Licenses and Certifications • Valid Virginia driver’s license with the ability to meet and maintain Town insurability requirements • Commonwealth of Virginia Professional Engineer (PE); or be eligible to sit for the PE exam, pass and obtain within 6 months of hire date • Project Management Professional (PMP) or Certified Construction Manager (CCM) certifications preferred but not required • Completion of VDOT LTAP Locally Administered Project Qualification Program preferred but not required
KNOWLEDGE, SKILL AND ABILITIES Knowledge: • Demonstrated knowledge of infrastructure design, construction, and maintenance principles and practices • Considerable knowledge of project planning, programming, budgeting, cost estimating, and fiscal management • Knowledge of engineering economics for project fiscal tracking and sustainability design principles • Knowledge of federal, state, and local environmental regulatory laws, state construction regulations and soil erosion laws
Skills and Abilities • Well-developed interpersonal skills with the ability to deal tactfully and effectively with the public, staff, other agencies, engineering firms, contractors, developers, elected and appointed officials, and others • Proven management skills with the ability to manage day to day operations and plan, assign, supervise, review, and evaluate the work of others • Strong written and oral communication skills with the ability to prepare clear, concise, and accurate reports, records, and correspondence • Strong organizational and time management skills with demonstrated ability to organize work, set priorities, and exercise independent judgment within policy guidelines • Ability to understand, interpret and comply with Town Code, policies, and procedures and Town construction standards • Ability to manage multiple design and construction projects with varying levels of complexity, varying schedules and deadlines • Ability to perform detailed analysis of designs, specifications, and plans and be able to effectively explain technical information to non-technical audiences • Demonstrated ability to apply engineering principles and techniques to the solution of complex civil engineering problems • Ability to analyze complex civil engineering data and reports, evaluate alternatives and reach sound conclusions
