JOB SUMMARY: This is supervisory work as the head of an engineering, maintenance or inspection section of the County's Engineering Department or operations and maintenance programs of the County's Utilities Department. NOTES: This position supervises and manages the Development Services Section of the Division of Public Works. This section is responsible for the review and acceptance of road designs, drainage plans, and drainage reports submitted by private engineering firms for commercial and subdivision developments for compliance with County Road Standards and the Spokane Regional Stormwater Manual. The Development Services Engineer is also responsible for the management and oversight of the private construction inspection of road and drainage in developments in Spokane County including the review of required documentation, field reviews, and certifications ensuring that the work complies with the County Road Standards, Spokane Regional Stormwater Manual, and the approved plans. Responds to questions from the public in person, in writing or by other methods, assists with other related work as required.
Directs the activities of an assistant bridge engineer and drafts persons in the preparation of plans and specifications for bridge projects; performs structural design calculations for complicated bridge projects; develops and approves criteria for design of bridges; coordinates and administers construction contracts involving bridges. Directs the activities of engineering technicians in the land development process; reviews and approves road and drainage plans and calculations for new roads in new plats; reviews design calculations submitted by developers' engineers for conformance with generally accepted engineering standards; makes recommendations on plans required to obtain approval. Directs the activities of engineering technicians, an engineer-in-training, and other technical personnel in the design, installation and operation and maintenance of traffic signals; prepares specifications cost estimates and supervises the design and preparation of plans for signal installation contracts; directs the activities of first line supervisors in the installation and maintenance of traffic control signs, signals, devices and traffic control stripping; supervises the design, preparation of plans, specifications, quantities and cost estimates of urban arterial designs. Coordinates the management and operation of the County's traffic safety program including development and operation of the County traffic safety program, traffic records system and road inventory system; coordinates safety activities with state, federal and other agencies; makes application for and directs the performance and completion of safety projects; coordinates the development of long range planning for the county road system; coordinates and plans the department's responsibility in long and short-plan subdivisions and zoning applications. Directs the activities of engineering technicians and other technical personnel involved in construction inspections of all contract public works construction; supervises survey and materials crews in gathering necessary field information; prepares annual construction work programs; meets with contractors to discuss project status and resolve technical or administrative details. Directs the activities of third and second line supervisors involved in the maintenance of county roads, bridges, drainage facilities, rights-of-way and other associated appurtenances; manages county equipment fleet and repair facilities; prepares annual maintenance work program and budget; submits work program and budget to operations engineer for review and approval; coordinates work schedules prepared by supervisors; monitors project progress; inspects field work. Directs the activities of lower classed Engineers, Engineering Technicians and Waste Water Treatment Plant Operators involved in design and operations of the Utilities Department; reviews contracts and specifications for solid waste treatment or disposal; coordinates construction inspections, advises on resolving operational problems, supervises utility billing. Performs other related duties as required. MINIMUM REQUIREMENTS:
