Under the direction of the Public Works Director, plan, organize and coordinate a variety of activities related to the design and management of City structures and City engineering projects, services and programs; supervise and evaluate the performance of assigned personnel. This position is responsible for the oversight of the projects, budget, schedules and personnel associated with the following programs: Capital Engineering, Development Engineering, Surveying, GIS and Stormwater. Examples of Duties / Knowledge & Skills Acts as the Public Works Director in the Director's absence. Coordinate City engineering operations and activities with outside agencies to include ITD, URA, BDL, MPO, Port of Lewiston, DEQ, Department of Public Health and Nezperce County. Represent the City, Public Works Department, and the Engineering Division at meetings,conferences, functions and other events both internal and external to City operations. Communicate with City Departments and outside agencies to provide engineering assistance and recommendations, exchange information, discuss concerns and needs, coordinate projects and site development review. Attend City Council, Council Committee on an as needed basis to support the Public Works Director or to address specific topics. Position shall work well under pressure; meeting multiple and sometimes competing deadlines. Design or oversee engineering projects involving water systems, sewer system, structures, storm drain system, streets, traffic control systems and other City improvements. Procure or oversee the work of professional engineering consultants. Identify projects to be designed by consulting engineers. Review the designs and deliverables of the consulting engineers, authorize payments for services. Prepare or oversee a variety of technical reports and master plans; investigate design and engineering alternatives, to determine feasibility; prepare cost estimates and present written and oral recommendations. Review and lead investigation of engineering concerns related to public improvement programs; analyze situations and recommend corrective action; prepare preliminary design work, estimates and determination of proper ownership issues. Supervise and evaluate the performance of assigned personnel; assign work, explain engineering concepts and principles and answer questions; assist with the selection, discipline, reassignment and termination of employees. Assist in the planning and preparation of division budget, goals and objectives; approve, control and monitor expenditures according to established procedures. In a leadership capacity, communicate with City departments and Public Work divisions to provide engineering assistance and recommendations, exchange information, discuss concerns and needs, coordinate projects and examine site development reviews. Review construction project specifications and bid documents; investigate alternatives and estimate costs; recommend feasibility of engineering projects as appropriate. Develop specifications for contracting work to be performed, assist in the awarding of bids to contractors; coordinate the work of contractors and consultants; review work in progress and upon completion to verify compliance with specifications, laws, codes and time lines.
