CIVIL ENGINEER
JOB SUMMARY: To assist the Department in the performance of office and field related engineering work in connection with: 1) the planning for, design of, and construction of a wide variety of engineering projects. 2) The development and administration of environmental programs and policies.
PRINCIPAL DUTIES AND RESPONSIBILITIES: Coordinate with other departments for the orderly platting and development of all property in the City in accordance with established City ordinance, policies and procedures. Provide project management on City’s Capital Improvement Projects. Provide technical direction to developers and builders. Review and comment on zoning applications and exhibits, platting applications, and exhibits and engineering construction plans. Supervises private development construction inspection and coordinate completion and acceptance of private development related public improvements. Administer construction contracts for public infrastructure projects including processing change orders. Represent the City and department with other governmental and regulatory agencies for review and processing of permits, applications, engineering plan submittals, hydraulic analyses, and other requests. Assist in the preparation of the department’s annual Operations and CIP budgets. Assist in development, implementation, administration and enforcement of NPDES Stormwater Management Program. Assist in implementation of environmental and other regulations and mandates. Assist in development and updating of infrastructure master plans. Revises ordinances, procedures and policies, as required. Maintain engineering plan files and digital file system. Perform traffic counts and speed surveys. Review cell node applications and permits for small cell nodes. Investigate requests, suggestions, and complaints from City staff, City officials, and citizens under the direction of the Director of Public Works. Prepare drawings and presentations for City Council and other public meetings. Act as City Floodplain Manager; ensure NFIP regulations are adhered to by all developers and public improvement projects. Assist public in obtaining flood maps and floodplain related information. Act as Right-of-Way Permit Manager; review applications, coordinate work with contractors, provide inspection, and maintain database of approved ROW permits. Performs special assignments and field investigations as required. Assist in city’s ADA Transition Plan, review updated locations for compliance and provide updates for annual report. .
KNOWLEDGE, ABILITIES, AND SKILLS: Prefer Bachelor’s degree in Civil Engineering; Texas Registered Professional Engineer, five years of municipal experience working directly for a city or as a Consulting Engineer. Minimum Requirements Must have Bachelor’s degree in Civil Engineering and registered as a Professional Engineer in the State of Texas or the ability to obtain registration within 6 months and 2 years of municipal experience working directly for a city or as a Consulting Engineer.
Must have skills in use of quantitative and analytical approaches to problem solving. Must have skills in technical fields related to the design of roads, drainage, water and wastewater facilities, experience in construction and engineering design contract administration; knowledge of current civil engineering practices and the Texas Engineering Practices Act. Must be competant in the operation and utilization of computers and computer software. Must be proficient in the use of the latest version of Auto CAD to design paving, drainage, water, and sewer plans. Must be proficient in Microsoft Word, Excel, Office Power Point, and other Microsoft Office software. Must have ability to interpret and apply City ordinances, policies and procedures; ability to communicate effectively and meet with the public; ability to direct and manage the work of subordinates and consultants. Must have ability to exercise discretion and independent judgment and solve problems. Must have ability to work in both indoor and outdoor environments. Possession of a valid Texas Operator license, Class C.
PHYSICAL DEMANDS AND WORK ENVIRONMENT: Sitting, walking, and standing. Repetitive movement of wrist and fingers during computer data input; reaching. No dynamic strength demands. 50 – 100% of the day using computer. Maintains static posture during sitting. Workspace considerations to relieve fatigue of upper back, shoulders, back, forearm, finger, and wrist movements during computer use. Works indoors in a controlled environment.
