City Engineer GENERAL PURPOSE: Under limited supervision, performs professional civil engineering and project management work of considerable complexity, including management of land development projects and civil engineering infrastructure projects. PRIMARY DUTIES AND RESPONSIBILITIES: The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. Plans and manages the work of engineering services staff engaged in land development projects and infrastructure improvement projects; signs and seals engineering plans and specifications; ensures project deliverables meet scope, schedule, cost and quality requirements.Coordinates the design, development and completion of engineering projects; approves project plans and specifications, negotiates contract terms, manages contracts and contractors, and ensures the overall integrity of the projects and services, and compliance with contract specifications.Makes structural and technical engineering analysis of proposed projects; evaluates need for design changes and makes appropriate recommendations; reviews plans for conformity to uniform codes, local ordinances, and state and Federal regulations.Plans and manages infrastructure projects; inspects jobsites to ensure work quality and effective use of resources; ensures that jobsites and work activities are in compliance with all laws, regulations, policies and safety standards; resolves discrepancies between field conditions and design plans.Meets regularly with staff to discuss and resolve workload and technical issues; plans, prioritizes and assigns projects; monitors workflow, and evaluates work effectiveness, methods and procedures.Supervises, disciplines and evaluates staff; trains and instructs employees; reviews the work of assigned staff to ensure the work quality and timely accomplishment of tasks and projects.Interprets and explains codes, regulations, permit and code enforcement rules, and related policies and procedures to developers, contractors, property owners and the general public.Writes technical and analytical reports, and makes technical estimates of a specialized nature in connection with civil engineering projects.Develops department budget and monitors expenditures; compiles, reviews and synthesizes operational data, and prepares standard and specialized reports.Responds to questions from citizens and agencies on engineering projects and plans.Maintains records and files associated with engineering projects.Floodplain Management.Hours: Monday through Friday, 8:00 am to 5:00 pm. MINIMUM QUALIFICATIONS: Education and Experience: Bachelor’s degree in Civil Engineering; and five years’ work experience in construction management, project management, and civil engineering projects, preferably in the public sector. Required Licenses or Certifications: Must possess a valid Texas Driver License. Registration as a Professional Engineer by the Texas Board of Professional Engineers is required. Registration as a Certified Floodplain Manager by the Texas Floodplain Management Assn is preferred or ability to obtain in one year. Water Operator and Wastewater collection licenses from Texas Commission on Environmental Quality (TCEQ) may be required. Required Knowledge of: City organization, operations, policies and procedures. Fundamentals of civil engineering, mathematics and physics. Civil engineering methods and practices for project planning, designs, technical plans, specifications, estimates, and reports. Principles of design, construction and maintenance of public works projects. Principles and practices of government project management and methods of evaluating construction contract compliance. Federal and state codes and regulations governing civil engineering projects. Principles and practices of administrative management, including personnel rules, cost accounting, budgeting, and employee supervision. Required Skill in: Using initiative and independent judgment within established procedural guidelines, while ensuring compliance with City goals and objectives. Leading staff, prioritizing multiple tasks and projects, and delegating tasks and authority. Analyzing issues, evaluating alternatives, and making logical recommendations based on findings. Interpreting and applying engineering standards and procedures, Federal and state rules and regulations, and City policies and procedures. Analyzing and evaluating technical engineering data and construction documentation. Checking designs, details, estimates, plans, and specifications of engineering projects. Reviewing and verifying mathematical calculations. Establishing and maintaining cooperative working relationships with City employees, officials, and representatives from other local, state and Federal agencies. Conducting public presentations. Operating a personal computer utilizing a variety of business and technical engineering software. Communicating clearly and concisely, both verbally and in writing. Reviewing FEMA floodplain maps. MS4 storm water permitting. Physical Demands / Work Environment: Work is performed in a standard office environment. |
