The City of Grand Junction seeks a creative, team-oriented professional engineer to help implement the City's diverse capital improvement program. As an engineer with the City you have the opportunity to design and oversee construction work on a wide variety of projects including wastewater, water, storm, streets, bridges, bike paths, as well as municipal buildings such as fire stations and parks. We have great collaborative relationships with CDOT, Mesa County, surrounding communities as well the many utility companies and enjoy working closely with them on improving infrastructure for our community.
Situated halfway between Denver and Salt Lake City, Grand Junction provides easy access to a plethora of natural resources and stunning outdoor amenities. Grand Junction serves as a regional hub for eastern Utah and western Colorado. With a population of over 150,000 in Mesa County (65,000 within the City limits) we have many of the big town amenities without the big town stresses such as traffic congestion.
Grand Junction is set in awe-inspiring natural beauty and the dramatic red rock landscape of the Colorado National Monument. Outdoor adventures include hiking, camping or skiing on the Grand Mesa; hundreds of miles of world-class mountain biking trails such as the Kokopelli Trail, 18 Road system and Lunch Loops; incredible whitewater rafting on the Colorado River; and stunning golf courses whose green fairways are set against the craggy Redland desert. The area remains one of Colorado's largest food producers, including peaches, pears, cherries and corn. In the late 1970s and early 1980s the first grape vines were planted, and now is home to more than 20 wineries and is known as Colorado's Wine Country. World class mountain biking with a 10 minute bike ride or 5 minute drive of our office at the Lunch Loop Trailhead.

What You'll Do:
- Perform engineering design tasks for assigned projects; coordinate start up meetings; perform calculations and modeling; prepare final layouts of infrastructure improvements; coordinate departments and jurisdictions involved in projects; evaluate budgetary constraints.
- Develop and present construction plans, specifications, contract documents, bid documents and cost estimates for proposed projects.
- Participate in the selection of private contractors and consultant engineers for various projects; determine scope of work; participate in the preparation of Requests for Proposals and Requests for Qualifications; advertise for bids; participate in the review of proposals and bids; participate in award of contract.
- Coordinate reviews by other City departments and outside agencies; obtain permits and authorizations from appropriate jurisdictional agencies; verify compliance with City standards and practices; approve drawings for construction.
- Perform construction management, field inspections, and contract administration for assigned projects; monitor construction progress and changes to work schedules; review and process pay requests and payments; negotiate and prepare change orders and field orders; participate in final project inspections and project close-out including final quantities and final payment; review quality control and quality assurance procedures and plans; monitor and approve corrective actions on deficient work.
- Participate in a variety of meetings including pre-construction meetings, public meetings and hearings to provide information to outside agencies and the general public; serve as primary contact during course of project and provide project information to the public and outside agencies.
- Act as a liaison between engineering department and contractors, other departments, business and property owners, and the general public; respond to and resolve issues or complaints.
- Prepare and implement citizen participation programs to involve the public and neighborhoods in project planning design and construction processes; participate in the procurement of right-of-way/easements from personal property and business owners; assist in the communication with property owners; address needs and concerns.
- Participate in the development and administration of the project budgets; estimate equipment, materials and supplies; prepare proper schedules; monitor and approve expenditures; implement adjustments.
- Participate in the development and implementation of goals, objectives, policies, procedures and priorities for assigned programs; recommend improvements and modifications.
What We're Looking For:

- Applicable Federal, State and local codes, laws and regulations.
Ability to-
- Manage multiple public works engineering projects.
- Work effectively with contractors, consultants, and the general public.
- Negotiate with the public, developers, design consultants and contractors.
- Prepare clear and concise technical reports.
- Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
- Prepare, review, understand, interpret, and analyze engineering plans, specifications, drawings, and technical engineering reports for conformance to standards, function, economics, completeness, and constructability.
- Prepare, monitor, and administer project budgets.
- Respond to requests and inquiries from the general public and City employees.
- Establish and maintain accurate records, logs, and files.
- Interpret and apply Federal, State and local policies, laws and regulations.
- Operate and use modern office equipment including computer and various software applications.
- Communicate clearly and concisely, both orally and in writing.
- Establish and maintain effective working relationships with those contacted in the course of work.
Experience-
- Four (4) years of increasingly responsible professional civil engineering experience.
Training-
- Bachelor's degree from an accredited college or university with major course work in civil engineering or a related field.
Other combinations of experience and education that meet the minimum requirements may be substituted.
License or Certificate-
- Possession of, or ability to obtain, a valid Colorado driver's license.
- Possession of, or ability to obtain, registration as a Professional Engineer in the State of Colorado within 1 year of employment.
