WASTEWATER SUPERVISOR SALARY RANGE $26.46 - $39.70 Hourly DEFINITION & ESSENTIAL FUNCTIONS: Under general supervision performs a variety of technical and supervisory tasks relative to the operation of the City's sewer collection system, wastewater treatment facilities, and water distribution system. FLSA status: Exempt. Essential functions included in the job description may include tasks, knowledge, skills, and other characteristics. TASKS: Plans, organizes, assigns, directs, and reviews the work of employees engaged in the operation and maintenance of the wastewater treatment plant, sewer collections, and water storage and distribution facilities Oversees operation of facilities to meet all applicable regulatory requirements and in accordance with design criteria Develops and implements techniques and methods of process control which increase plant efficiency Investigates citizen complaints and provides timely responses Meets with organizations regarding the operation of water and wastewater treatment facilities Participates in employee recruitment and selection; coordinates training; conducts employee performance evaluations Serves as liaison with agencies, commissions, and public relating to water and wastewater issues Oversees contractors working on City water and wastewater projects Performs research and prepares reports; writes and assists with the administration of grants and contracts assigned to water and wastewater operations Coordinates the repair and maintenance of equipment and vehicles; ensures that tools and equipment are properly cleaned, maintained, fueled and stored Evaluates procedures to assure operational efficiencies and compliance with federal, state, and local rules and regulations Participates in the preparation and monitoring of section budget; plans procurement of materials, supplies, and equipment; assists in preparing equipment specifications, may initiate major purchases Works with computer spreadsheets, data base programs, word processing, and specialized application programs and systems Performs related duties as required REQUIRED KNOWLEDGE AND SKILLS: Knowledge of federal, state, and local rules and regulations relating to operations, security, safety, and emergency procedures relating to water distribution, wastewater collection and treatment Knowledge of City of Sierra Vista Self Monitoring Report forms, Aquifer Protection Permit, Arizona Pollutant Discharge Elimination System Knowledge of the mechanical, biological, and chemical processes involved in the operation of a wastewater treatment plant Knowledge of the principles and practices of public and business administration, office administration, and report writing Knowledge of and ability to apply principles of sound management and budgeting Knowledge of the occupational hazards in wastewater treatment plants and safety measures to be implemented Ability to perform, analyze, and interpret laboratory tests for the purpose of making operational adjustments Knowledge of the methods, materials, tools and equipment used in the operation, maintenance, inspection, repair, and installation of wastewater treatment plant components Ability to plan and direct the work of subordinate employees Ability to utilize office computer systems to include personal computer, spreadsheets, word processing, and database software programs Ability to utilize computerized systems used in the control and monitoring of wastewater treatment facilities and interpret data presented Ability to analyze facts and exercise sound judgment in decision making Ability to communicate effectively with people at all levels Must be available for emergency response REQUIRED TRAINING AND EXPERIENCE: Bachelor’s degree in Business Administration/Management or related field and 4 years experience in municipal wastewater operations OR an Associate’s degree and 8 years experience in municipal wastewater operations Three years of supervisory experience Must possess a Grade IV Arizona Department of Environmental Quality Wastewater Treatment Plant Operator, a Grade IV Wastewater Collections System Operator certification, and a Grade I Water Distribution System Operator certification Possession of a valid Arizona Class B Commercial Driver’s License within 6 months of employment Pass DOT and City of Sierra Vista background and drug screening program CPR Certificate desirable Degree must be from an institution accredited by one of the six regional accreditation boards: 1. MSA –Middle States Association 2. NASC – Northwest Association of Schools & Colleges 3. NCA – North Central Association of Colleges & Schools 4. NEASC – New England Association of Schools & College 5. SACS – Southern Association of Colleges & Schools 6.
