SUMMARY. To supervise the technical review of plans, reports, and specifications; to design engineering projects and respond to drainage concerns; to coordinate and enforce floodplain regulations; to provide complex and administrative support to the City Engineer/Public Works Director SUPERVISORY RESPONSIBILITIES: Receives direction from the City Engineer. Exercises direct supervision over technical and administrative staff. ESSENTIAL DUTIES AND RESPONSIBILITIES: Essential and other important responsibilities and duties may include but are not limited to the following. • Review engineering plans for development projects, including plats, site plans, and vacation requests; provide necessary recommendations. • Maintain contact with engineers and agents; review drainage reports, pathway constructions, and highway projects; perform inspections and surveys of current City projects. • Conduct research on State laws and City Code Administrative procedures; represent the department and the City to other departments, divisions, and the general public; make presentations and perform surveys and data reduction; provide assistance to developers and engineers in reviewing project recommendations. • Oversee and participate in the development and administration of the engineering program annual budget; direct the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments. • Provide staff support to the City Engineer and serve in his or her absence; participate on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspon-dence. • Provide staff support to assigned boards and commissions. • Attend and participate in professional group meetings for staff and project coordination; stay abreast of new trends and innovations in the field of civil engineering. • Participate in training for the utilization of GIS systems; provide instruction to employees in the use and application of computers. OTHER DUTIES AND RESPONSIBILITIES: • Respond to and resolve difficult and sensitive citizen inquiries and complaints.• Prepare revisions and update existing standards and policies.• Perform related duties and responsibilities as required. KNOWLEDGE, SKILLS, AND ABILITIES: • Operations, services and activities of a city engineering program.• Principles of civil engineering.• GIS computer systems.• Water drainage mechanisms.• Principles and practices of program development and administration.• Principles and practices of municipal budget preparation and administration.• Properties and appearance of engineering materials, including soil, aggregates, concrete, and asphalt.• Principles of supervision, training and performance evaluation.• Pertinent Federal, State, and local laws, codes and regulations. Ability to: • Plan, organize, direct and coordinate the work of lower level staff• Read and interpret working drawings, technical reports, calculations, and special studies.• Identify and respond to community and City Council issues, concerns and needs.• Develop and administer, departmental goals, objectives, and procedures.• Prepare clear and concise administrative and financial reports.• Prepare and administer large and complex budgets.• Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.• Research, analyze, and evaluate new service delivery methods and techniques.• Interpret and apply Federal, State and local policies, laws and regulations.• Communicate clearly and concisely, both orally and in writing.• Establish and maintain effective working relationships with those contacted in the course of work.• Maintain effective audio-visual discrimination and perception needed for: ─ making observations ─ communicating with others ─ reading and writing ─ operating assigned equipment. Maintain mental capacity which allows the capability of: ─ making sound decisions ─ demonstrating intellectual capabilities. EDUCATION AND EXPERIENCE: Wyoming Professional Engineers license with 3 or more years’ experience as a PE. CERTIFICATES, LICENSES, REGISTRATIONS: None required 3 Deputy City Engineer June 19, 2018 WORKING ENVIRONMENT: Indoor environment working closely with others; irregular work hours. PHYSICAL DEMANDS: Essential and marginal functions may require maintaining physical condition necessary for lifting and carrying up to 50 pounds; reaching above the shoulder; walking, standing, or sitting for prolonged periods of time. |
