BASIC FUNCTION:
Under the direction of Public Works Director, plan, organize and direct daily operations and activities related to the Public Works Capital Improvement Program for Streets, Traffic and Surface Water divisions; supervise a variety of specialized duties in the design and construction of capital facilities, manage and coordinate contracted construction; develop, monitor and control assigned budgets; train, assign, supervise and evaluate the work of assigned personnel; inspect and assure work projects are completed according to code, specifications and timelines.
ESSENTIAL JOB FUNCTIONS:
- Plan and manage all phases of capital projects, including planning and studies, grant application and administration, consultant selection, design, permitting, construction, closeout, and warranty.
- Performs complex professional engineering tasks and is responsible for administrative and managerial functions in overseeing the development and execution of capital projects for Public Works. Oversees and supervises the Engineering staff and establishes and enforces operating policies and procedures.
- Develop specifications for contracted services; administer and coordinate professional service contracts for the design and construction of capital projects; assure compliance with cost, timelines and applicable Federal, State and local laws, codes and regulations.
- Develop and revise comprehensive capital improvement program (CIP); prepare and present reports, recommendations and studies to the Deputy Director, Director, Mayor, City Council, other departments and public and private agencies and groups.
- Establish operational objectives, goals and priorities; monitor and measure attainment of objectives, goals and priorities and implement corrective actions in project phases and objectives as necessary.
- Develop, monitor and control assigned budgets; evaluate, determine, schedule and purchase required equipment and materials for the completion of work projects.
- Coordinate work projects with other City departments, contractors, government agencies, organizations and the public as required; inspect work in progress; assure projects are completed in compliance with codes, specifications, standards, work orders and time schedules.
- Communicate with the public, contractors and government agencies to receive and resolve complaints; interpret various codes and ordinances; and provide technical expertise and explanations regarding City streets and related public utilities; represent the City in meetings involving other municipalities and State and federal agencies; develop and revise division procedures as needed.
- Provide engineering support related to emergency operations; including flood, snow, ice, vegetation control, and removal and the cleanup of hazardous waste spills.
- Manage and coordinate new construction; attend pre-construction and inter-departmental meetings to develop and maintain project schedules; plan and coordinate street pavement and overlay programs; estimate materials and costs; select contracted services as required; review and approve inspection and billing invoices for payment.
- Select, train, assign, supervise and evaluate the work of assigned personnel; discipline employees in accordance with City policies and procedures.
- Estimate materials, time and personnel required to complete work projects; develop schedules, including alternate schedules for inclement weather conditions; enter schedules into computer system.
- Represent the City in meetings involving other municipal, County, State, and Federal agencies.
- Participate in the development and organization of the City's Emergency Planning and Operational activities.
- Operate a vehicle, computer, and other related equipment to perform assigned duties.
- Perform related duties as assigned.

EDUCATION AND EXPERIENCE:
Any combination equivalent to: Bachelor's degree in Civil Engineering or closely related field and five years managing engineering design, street maintenance and/or construction experience including three years in a supervisory capacity.
LICENSES AND OTHER REQUIREMENTS:
Licensed in Washington as Professional Engineer. Valid Washington driver’s license.
