DESCRIPTION: We are recruiting for an Assistant City Engineer who is a collaborator, mentor and technical leader. This is an exciting opportunity for an experienced, senior level civil engineering candidate to work with an awesome team and directly benefit the quality of life in the growing Tigard community. This position is a 4/10 (Monday-Thursday) schedule with excellent benefits. We are looking for a candidate who:Has excellent communication skills – including ability and experience conversing about technical topics with citizens, city council, committees and non-engineering staff.Understands the value of building and maintaining strong work relationships, with both internal and external partners.Can facilitate problem solving among staff and partners. Is thoughtful, considerate of varied opinions, and intent on finding solutions. Can 'think outside the box' as a problem solver, but also appreciates the value of standards and their consistent application.Is comfortable making decisions.Is a strong project manager – understands the steps necessary to plan and successfully complete complex infrastructure projects with multiple stakeholders.Is an astute, quick learner, capable of juggling multiple demands.Understands civil infrastructure planning, design and construction.Specific experience with development engineering and permitting is preferred.Has a relevant P.E. license in Oregon and preferably 10 years of relevant experience. The Assistant City Engineer will:Lead a development and special projects group of staff that currently include a Principal Engineer, Project Coordinator and GIS Engineering Tech II.Provide oversight, problem solving skill, and strategic support to our Engineering development permitting team. Reporting to the Assistant City Engineer is a Principal Engineer, supported by five Engineering Technicians/Inspectors, managing a high volume of development projects day to day. The Assistant City Engineer will provide support to this group as needed to review work, collaborate on decisions, help our technical staff continue to grow and learn in their positions.Manage special projects that are strategic, publicly visible, and involve multiple internal and external stakeholders. This may include projects such as future city campus visioning, determining infrastructure and permitting needs for light rail, downtown Main Street improvements, and other projects as required.Be the key liaison to the Community Development Department for major code revisions, complex development projects and urban growth boundary expansions.Be key liaison to ODOT and Washington County for cooperative projects and jurisdictional transfers.Help determine workflow improvement needs for the development engineering processes.Be a strong, collegiate partner to the City Engineer, including filling in for City Engineer duties at times.Will at times work outside normal office hours as needed to support projects. This will likely include some evening meetings (city council, planning commission, citizen committees and groups) and/or attendance at meetings or job sites if needed on some days off. TYPICAL QUALIFICATIONS: Any combination of training and experience, which would provide the required knowledge, skills and abilities, to perform the essential functions of the position, may be qualifying. A typical way to obtain the required qualifications would be:Equivalent to graduation from an accredited four-year college or university with major coursework in civil engineering or related engineering; andFive (5) years' increasingly responsible experience in professional engineering design, plan review, and project administration, including at least two (2) years of supervisory experience; orAny satisfactory equivalent combination of education, training, or experience relevant to the position.
