The City of Chandler Public Works and Utilities Department is currently seeking qualified individuals to fill the full-time position of SIGNAL SYSTEMS ANALYST. The ideal candidate will have technical expertise and experience in computerized traffic signal systems including video-monitoring systems, automated traffic counting systems, responsive and adaptive traffic signal timing. Classification Summary: The primary function of an employee in this class is to perform proficiently, the day-to- day operations of the ITS and other computer application work in the traffic signal control center. This position develops, monitors, and updates traffic signal timing plans. Work involves the use of engineering, computing, and telecommunications techniques and the modification and extension of theories, concepts, and practices. Essential Functions (non-exhaustive): • Implements city wide traffic signal coordination plans using the central traffic signal computer system to ensure correspondence with prevailing traffic patterns, construction activity, and newly constructed roadways; • Designs and implements responsive and adaptive traffic signal timing networks; • Observes and manipulates multiple live video images to constantly evaluate traffic operations across the city; • Implements all available ITS technologies to quickly resolve traffic problems and maximize capacity of existing transportation systems; • Integrates new technologies with existing systems and resolves any compatibility problems; • Conducts in-field observations to test traffic signal timing programs and related ITS operations; • Prepares analytical studies and makes verbal and written recommendations for innovative changes to transportation systems; • Implements changes to the traffic signal system to deliver efficient and cost-effective superior service; • Assists with engineering specification design and implementation of a variety of ITS technologies; • Performs traffic signal and ITS design activities using Computer Aided Design (CAD) technology, under the direction of Signal Systems Engineer; • Deals with the public and acts upon complaints and/or inquiries regarding ITS operations by listening and communicating effectively; • Keeps the Signal Systems Engineer informed of relevant issues; • Learns and stays abreast of the latest ITS technologies and innovations; • May assist in the repair and design of ITS equipment. • Works in a safe manner and reports unsafe activity and conditions. Follows City-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the City's Safety Handbook. Minimum Qualifications: • Associate's Degree in Traffic, Transportation, Civil, Computer or Electrical Engineering; and • Four (4) years' experience in the practice of traffic engineering and ITS operations and planning, computerized traffic signal systems including video-monitoring systems, automated traffic counting systems, responsive traffic signal timing, and traveler information systems; and • Valid Arizona Driver's License with acceptable driving record; or • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work. Desirable Qualifications: • Bachelor's Degree in Traffic, Transportation, Civil, Computer or Electrical Engineering; or • Some experience in ITS technologies such as telecommunications equipment, traffic signal controllers, video switching, duplexing equipment, and traffic detection equipment. • Experience with ITS applications; • Experience with fiber and ITS applications. The position available is a regular full-time position. A register of qualified candidates will be active for 4 (four) months should another position become available.
