Home to more than 81,000 residents, Island County consists of Whidbey and Camano Islands. The largest city in Island County is Oak Harbor, with a population of just over 23,000, and the county seat is Coupeville on Whidbey Island. Island County's Public Works Department includes Emergency Management, GIS Management, Parks & Trails, Solid Waste, and Roads & Drainage. The Roads & Drainage group is responsible for the planning, engineering, design, construction, operation and maintenance of approximately 580 miles of county roadways. Currently the group has 14 projects under construction this year, including a 1.5-mile new road, overlays, a roundabout, shoulder stabilization and deep culvert replacements. The six-year transportation improvement plan includes 60 projects in various stages of design, right-of-way acquisition and construction. The Roads & Drainage group's overall budget is $22 million per year and it has a staff of 80. Under the direction of the Assistant County Engineer, the Engineering Manager leads a team of five with expertise in engineering, drafting, surveying, inspection, and right-of-way, and is responsible for overseeing transportation infrastructure projects from conception through design, permitting and construction. A bachelor’s degree in civil engineering, civil engineering technology, construction management, public works or a related field, and eight years of progressively responsible experience successfully managing complex public works construction projects, with five years of supervisory or managerial experience, is required. Washington Professional Engineer License, and previous work with managing consultants, permitting agencies, County Road Administration Board, and federal and state grant funds is preferred. The selected candidate must have a valid Washington State Driver’s License by time of appointment. Candidates may possess any combination of relevant education and experience that demonstrates their ability to perform the essential duties and responsibilities of the position.
