Job Summary- Plans, organizes, and administers all phases of the Town’s public works functions. Which includes the wastewater treatment plant, water treatment plant, street maintenance, facilities management, storm water, and vehicle fleet management and all related infrastructure. Duties and Responsibilities 1. Develops and directs the goals, objectives, policies, procedures and work standards for the department; directs the preparation and administration of the department’s budget. 2. Leads, organizes, administers, reviews and evaluates the activities of assigned staff. 3. Monitors and performs operation of the water and wastewater treatment plants and collection/distribution systems. 4. Confers with Town Council, advisory boards and commissions, citizen groups and Town management to formulate policies and plans. 5. Prioritizes and allocates available resources; reviews and evaluates program and service delivery and provides recommendations for improvements and ensures. 6. Responds to questions and complaints from the public; ensures satisfactory resolution; coordinates with other Town departments/staff. 7. Directs and conducts analytical studies; develops and reviews reports of findings, alternatives and recommendations; directs the maintenance of accurate records and files. 8. Monitors and interprets changes in laws and regulations; evaluates their impact upon Town activities, and develops and implements policy and procedural changes as required. 9. Operates a variety of construction equipment and vehicles. 10. Reviews subdivision applications to ensure compliance with specifications; performs site inspections. 11. Ensures that safe work practices and procedures are followed and that appropriate safety equipment is utilized. 12. Monitors and regulates activities within the Town watershed.
Required Knowledge and Skills- Knowledge of: • Principles and practices of employee supervision, work planning, performance review and evaluation, training and development. • Rules, regulations and ordinances pertaining to civil engineering, Colorado Water Rights and other applicable areas of responsibility. • Rules, regulations and ordinance pertaining to water/wastewater treatment systems. • Safety practices and procedures. • Standard office administrative practices and procedures, including record keeping systems and the operation of office equipment, computers, and associated software. • Methods, practices and equipment used in maintenance, construction and repair of facilities and roadways. • Principles and practices of public works development and management. • Land use, physical design, demographic, environmental and socioeconomic concepts as applied to public works planning and operations processes. • Principles and practices of leadership teams, motivating employees and managing in a team environment.
Skill in: • Planning, organizing, scheduling, reviewing and evaluating work of staff. • Excellent Communication skill and calm leadership style with an ability to juggle multiple tasks at once. • Gathering and compiling information; preparing accurate reports and summaries; maintaining financial records. • Ensuring safe and proper use of facilities, vehicles and equipment. • Planning, organizing and administering comprehensive public works services. • Planning and implementing public works construction, maintenance, repair and renovation projects. • Reading and interpreting plans, maps and specifications; reviewing and approving engineering designs, plans, specifications and construction documentation. • Preparing clear and concise reports, correspondence and other written materials. • Interpreting, applying and explaining complex federal, state and local laws, ordinances and regulations. • Operating heavy equipment and snow removal equipment. • Using initiative and independent judgment within established guidelines. • Developing effective work teams and motivating individuals to meet goals and objectives and provide services in the most cost effective and efficient manner. • Establishing and maintaining effective work relationships with staff, coworkers, contractors and the public.
Minimum Job Requirements Equivalent to a Bachelor’s degree from an accredited institution in engineering, business management services and five (5) years of management experience in a public works setting.
Must possess a valid Colorado Commercial Driver’s License (CDL) or obtain one within six (6) months of employment.
Must possess a valid Colorado Water and Wastewater Operator Class D, Collection Level 1, and Distribution Level 1 licenses or obtain one within one (1) year of employment.
Background Investigation Employment is contingent upon the results of a comprehensive education/experience background investigation and a criminal history record check.
Medical Examination Employment is contingent upon the results of a physical examination performed by our examining physician. A pre-employment drug test is part of the examination.
Working Conditions and Physical Effort Strength and physical ability to perform duties in a park maintenance setting, including operating light and medium vehicles, hand and power equipment; stamina to perform sustained physical labor, including standing, walking, climbing and working in confined or awkward spaces; strength to lift and maneuver materials and equipment weighing up to 50 pounds of force; vision to read printed materials; and hearing and speech to communicate in person or over the telephone.
