An employee in this class is required to perform technical and professional engineering work and to manage the technical and professional engineering work of consulting engineers in the design, investigation, and construction of public infrastructure and related projects. The employee is required to possess knowledge of engineering principles and techniques; to use independent judgment and initiative in developing work methods. The employee will design and prepare plans and specifications and will manage the design and preparation of plans and specifications for public infrastructure projects involving construction for roadway, water/sewer line, storm drainage, sidewalk, bike/ped plans, etc. The position will be responsible for coordinating phases of the project including survey, design, utility impacts, right of way and easement requirements and will use general hardware and software applications (computer aided design package). The employee will prepare (or supervises the preparation of) engineer's cost estimates and facilitates resolutions of issues to ensure compliance with plans and specifications. The selected applicant will interpret plans and specifications for public citizens, City Officials, consultants, and client departments; submit plans/specifications for State and local approval; and review permits submitted for State and Water Quality approval. The employee will attend various construction meetings with the contractor, consultant, and/or City Inspector to resolve onsite issues, work with consultants on various aspects of the design project; monitor design progress along with estimating and scheduling time of resources needed for completion of varies project deadlines. Track and forecast project cost in order to keep projects within budget and facilitate project status and financial tracking updates to internal departments and customers. The employee will conduct periodic performance management reviews, promote a safe working environment, follow established safety policies and procedures as well as facilitate review and approval of consultant designs as a Project Manager. Work is performed under the supervision of the City Engineer and is checked through periodic plan review and final plan review prior to the initiation of the project. The classification is considered exempt in compliance with the Fair Labor Standards Act (FLSA).
Examples of Duties: Designs various projects including road and street layout and design, water and sewer line design, storm drainage design, traffic control, and erosion control projects. Design intersection and pedestrian improvement plans in coordination with State and Federal agencies. Analyze and interpret survey data; coordinate with survey crews for data collection. Prepares bid specifications and documents; prepares cost estimates; prepares easement maps along with easement descriptions; prepares water and sewer and erosion control specifications Reviews work performed by professional engineers for compliance with City standards. Ability to provide constructive communication among professionals to achieve the optimal result. Obtains necessary permits for project applications. Coordinates work activities with inspectors and contractors for project inspection and resolving conflicts and changes to projects; resolves questions about plans, specifications, workmanship, materials, and site conditions. Reviews contractor pay requests in relation to percent of work accomplished. Provides public relations by answering technical questions with contractors and the public. Conducts pre-construction meetings to review project components and expectations. Assists other departments with design and cost estimates for implementing projects. Investigates and studies capabilities of existing public utilities and systems. Performs related duties as required.
Qualifications: Thorough knowledge of civil engineering practices, principles and concepts Considerable knowledge of bike and pedestrian improvement plan requirements and applicable guidelines, including but not limited to FHWA, PROWAG, ADA, MUTCD and USDA Trail and Walkway Design Standards Considerable knowledge of municipal engineering infrastructure including water/sewer distribution and collection lines, storm water drainage systems, roadways, storm water designs and requirements, and traffic control systems Knowledge of NCDOT and FHWA rules and guidelines for projects with external funding sources Working knowledge of CAD software, Microsoft Word, Excel, and other office computer applications with knowledge in GPS and GIS mapping, electronic data collectors, and related software Considerable knowledge of project management techniques to ensure timely completion of projects General knowledge of communication techniques to resolve conflicts with inspectors and contractors; provides technical answering to questions from inspectors and contractors General knowledge of public relations sufficient to pre-construction meetings to review and agree on project components and expectations Strong negotiation skills and techniques. Ability to use computers and other equipment related to civil engineering Ability to employ project management principles and techniques Ability to impart knowledge and experience with contractors and inspection personnel Ability to achieve cooperation with others on detailed projects Ability to establish and maintain effective working relationships with employees, other departments, and the general public Minimum Qualifications Bachelor's Degree in Engineering with 3 years' experience with roadway design and project management or Associate's Degree in Engineering with 7 years' experience with roadway design and project management Valid North Carolina Driver License Experience using MS Office Applications Experience using CAD software packages North Carolina License as a Professional Engineer (PE) or the ability to obtain North Carolina licensing within 6 months of hire to be considered for Civil Engineer II position, may be considered for a Civil Engineer I position without registration as a PE in North Carolina
Supplemental Information: Physical Requirements and Working Conditions Work in this class is described as light using a negligible amount of force constantly to move objects and may occasionally require some physical exertion to complete tasks. Work typically involves the ability to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, walking, fingering, talking, hearing, and repetitive motions. This employee must have the visual acuity to read data and analyze figure, must be able to read a computer screen, and do extensive reading. The employee is subject to both inside and outside environmental working conditions.
