ABOUT THIS POSITION The fundamental reason this classification exists is to perform difficult and advanced traffic engineering work involving supervision of activities in a major section or program. Work involves the application of professional traffic engineering knowledge and skills to a variety of engineering functions. Considerable independence and latitude is allowed in determining methods and procedures to complete projects. Currently there are three (3) vacancies in the Street Transportation Department with two vacancies in the Traffic Services Division and one vacancy in the Transportation Planning and Programming Division.
Traffic Services Division Traffic Operations & Neighborhood Traffic - This position will oversee the traffic calming programs, the traffic investigator section and other transportation programs that includes administering operations and capital budgets. Assignments may also involve other areas of specialty including traffic safety, bike facility design, traffic capacity, parking, traffic signal warranting, pavement marking review, signing and selection of appropriate traffic control devices. This position requires frequent contacts with the public, elected officials and media including frequent presentations on Traffic Calming and other city programs to neighborhood associations and members of the public. Many of these speaking events are held after normal work hours and occasionally on weekends requiring flexibility of scheduled work hours. This position currently exercises supervision over technician level employees in the planning, designing, collecting and analyzing of data and information on traffic engineering projects.
Office of Pedestrian Safety – This position will oversee the Office of Pedestrian Safety which will be responsible for analyzing pedestrian fatalities and other collisions throughout the city to determine trends and causing factors of the collisions. With this data, the position will work with the Pedestrian Fatality Review team to conduct coordinated studies to evaluate infrastructure improvements, educational opportunities, and targeted enforcement plans to improve pedestrian, bicycle, and traffic safety. The coordinator will help evaluate the city policy and design standards for pedestrian facilities and assist with the safe routes to school program. This person will work with engineers and police to develop policies and projects to improve pedestrian safety throughout the city. The pedestrian safety coordinator must be able to build internal and external partnerships, manage projects, provide technical review, secure funding, implement safety education programs, work with the public and the media, conduct research, and share resources. This position requires frequent contacts with the public, elected officials and media including representing the City of Phoenix on national, regional and local committees. This position currently exercises supervision over technician level employees in the planning, designing, collecting and analyzing of data and information on traffic engineering projects.
Transportation Planning and Programming Division Capital & Development Projects - This position involves the application of professional traffic engineering knowledge and skills to a variety of engineering functions including managing a design staff responsible for the creation of horizontal roadway geometrics and traffic signal control plans, performing challenging assignments relative to planning, designing, analyzing data and information within traffic engineering reports, plans and studies. The position will require studying traffic engineering problems and developing plans for improvements; managing Development Agreements for right-of-way improvements; designing and approving plans for safe control and flow of traffic; answering complaints from the public; conferring with department and division heads on mutual and related problems; representing the City of Phoenix on regional committees; obtaining internal approval for and managing projects of varying scope related to traffic engineering and ITS, investigating complaints; and speaking on traffic engineering subjects to interested groups.

JOB REQUIREMENTS
- Three years of experience in the field of traffic engineering, including one year at a professional traffic engineering level.
- A bachelor's degree in engineering, including courses in traffic engineering or transportation engineering.
- An equivalent combination of related experience and education may be considered.
- Must be registered as a Professional Engineer in the State of Arizona obtained by the end of the probationary period (one year).
- Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage
PREFERRED QUALIFICATIONS – The job requirements listed above, plus:
- Good writing and oral presentation skills and the ability to address the media and the public.
- Thorough knowledge of transportation and traffic engineering principles.
- Experience in developing and managing operations and capital budgets.
- Experience using Microsoft Office products, desktop publishing programs and other computer programs.
- Working irregular hours, weekends, holidays and evenings may be required for some positions.
- Ability to perform a broad range of supervisory responsibilities.
- Ability to work independently and under pressure, multi-task, meet deadlines, and carry out tasks through to completion.
- Ability to exercise good judgment, courtesy, patience, and tact in public contact and in problem resolution.
- Good organizational skills, ability to handle detail and manage multiple priorities within specific timelines.
- Knowledge of the American Association of State Highway and Transportation Officials guidelines (AASHTO), Federal Manual on Uniform Traffic Control Devices (MUTCD) and the Arizona Supplements.
- Ability to organize and conduct surveys, compile statistical data and prepare reports on traffic problems. (Traffic Ops)
- Ability to analyze all types of collisions for trends and causing factors and develop plans for implementing pedestrian safety countermeasures. (Ped Safety)
- Knowledge of ADA requirements relating to roadway and signalized intersection design and operation and experience in private development coordination and plan review. (Capital & Development)
