Under the direction of the Director of Public Works this position performs technical and professional Public Works activities, including planning, direction, supervision, interpretation, research, reporting and analysis. This position is largely project based and requires the ability to focus on detail, while maintaining a broad overview, ability to prioritize multiple tasks and work with others with varying backgrounds. This position is responsible for all project management functions related to the City’s Public Works and CIP programs, which includes oversight for implementation of capital improvement programs, researching various related items and preparing documentation of findings, performing analysis and presenting results either in written or oral format, and developing other reports as requested. This position requires strong communications skills, both written and oral, and excellent organizational skills. This position will manage City engineering and inspection staff in the Public Works Department. This position represents the public works department with a commitment to reflect excellence and professionalism in contact with other departments, City Council, and citizens. Project/Contract Management: Leads all efforts to deliver $10-15M annual capital improvement program.Tracks project budgets to ensure cost controls and ensures federal accounting standards for revenues, grant sources, and projects/uses of funds.Prepares Engineering Consultant Task Orders, Requests for Proposals, Grant Requests, Requests for Qualifications, and memoranda to City Council.Prepares proposed design and construction schedules, design and construction contracts, and construction cost estimates/opinions.Supervises the work of engineering consultants and contractors to assure compliance with City standards and specifications.Assists in resolving problems with contractors and consultants and negotiates settlements in disputes regarding contracted work.Develops project scope, work plans, and resource allocations; participates in the selection of professional engineering consultants; evaluates existing operations and prepares technical solutions which include economic, environmental, and community impacts.Develops project implementation strategies and schedules; oversees the preparation of engineering plans and specifications and bid documents; coordinates interagency reviews and permits and monitors cost, budgets and schedules.Prepares contracts, bid documents, task orders, change orders, and amendments to consulting agreements.Oversees development and implementation of the annual roadway and bridge rehabilitation programs.Oversees the bid and award process for various contracts and RFP’s.Provides analysis of contract costs and develops budgets for various projects.Secures and reviews task orders and cost proposals from engineering consultants.Coordinates various phases of work of contractors ensuring timely project completion.Attends progress meetings and provides oversight of contract administration and construction projects.Reviews contractor pay requests and consultant invoices and recommends for approval or revisions.Manages and optimizes consultant performance, including continuous improvement and innovations for contract utilization and interagency/intergovernmental coordination.Locates, analyzes and develops a consolidated engineering consultant/contract/supplier base to meet current and future needs.Manages engineering consultants, operations/maintenance providers, suppliers and support agencies ensuring adequate cost controls, quality and delivery performance.Prepares and delivers reports to executive City staff and City Council. Capital Improvement Program Planning: Assists the Director of Public Works with development of five and ten year capital improvement programs for Public Works projects.Participates on City budget committee, provides the committee with information and makes recommendations for project priorities for the annual capital improvement program.Attends Council meetings and workshops to provide supporting information for Public Works capital improvement program requests.Acts as liaison to the City’s CIP manager(s) and the general public regarding Public Works CIP projects.Acts as liaison to the City’s CIP manager(s) and staff from adjacent communities regarding Public Works CIP projects.Assists in the preparation of the annual operations and capital budgets – goals, objectives & accomplishments and capital improvement programs for existing facilities. Personnel Management: Manage and supervise engineering and inspection staff.Participate in the City’s performance management and annual review process.Lead and mentor engineering and inspection staff through day-to-day functions as well as complex projects. Other Duties: Web Page - Ensures the Department’s web page is updated with current and accurate information.Assist in preparation of requests for regional, state and federal grants via CDOT and the Denver Regional Council of Government processes ensuring compliance with the regional Transportation Improvement Plan (TIP), Metro Vision, Technical Advisory and Board of Directors’ processes.Researches additional grants, prepares submittals and provides supporting documents. Attends funding agency meetings and represents the City before boards and committees.Provides information and resolves problems as necessary by responding to questions from citizens.Assists in developing partnerships with surrounding governments, metro districts, contractors and developers.Attends and prepares agenda items for City Council meetings and presents information.Completes required status reports for City Council updates and public information releases to enhance public awareness of ongoing and projected projects.Analyzes competitive advantages in the areas of engineering, construction, maintenance, operations, traffic engineering, material acquisition, supplies and services.Performs other duties as assigned. KNOWLEDGE, SKILLS AND ABILITIES Extensive knowledge of the modern principles and practices of administration as supplied to the design, construction, maintenance, and technical inspection of public work facilities and services.Ability to establish, maintain, and preserve favorable public relations.Extensive knowledge of the materials, methods and techniques utilized in the construction and maintenance of roadways and utilities.Ability to express ideas on administrative and technical subjects clearly and concisely, orally, and in writing.Thorough knowledge of typical codes, ordinances, regulations, and standards governing public facilities construction, maintenance and repair. Strong written and verbal communication skills with the ability to effectively communicate and interact with all levels of the organization.Ability to prepare highly complex policy reports and to present facts clearly and concisely.Ability to exercise independent judgment and initiative in identifying required work assignments and appropriate methods to be utilized, and in developing solutions to a variety of work situations.Excellent public speaking skills.Strong project management and negotiation skills.Ability to use standard office equipment, computer equipment and software including word processing, database management, and spreadsheet applications and electronic mail. Proficiency with MS Office Suite required. MINIMUM EDUCATION, TRAINING AND EXPERIENCE A Bachelor's degree from an accredited college or university with major course work in engineering, or a closely related field. Minimum (5) years of previous experience, or an equivalent combination of relevant education and/or experience. Licensure as a Professional Engineer in the State of Colorado is required. REQUIREMENTS TO PERFORM ESSENTIAL JOB FUNCTIONS Must be able to perform the essential functions of this job, with or without accommodation. Physical Demands The person in this position must be able to remain in a stationary position 50% of the time; needs to occasionally move about inside the office to access file cabinets, office machinery, etc. Occasionally moves office equipment weighing up to 30 pounds. The person in this position frequently communicates with Council members, staff, vendors, and residents; must be able to exchange accurate information in these situations. Must be able to identify Council members, staff, vendors, and residents, as applicable. Must be able to observe, assess, record, and interpret information. Work Environment Work is performed primarily in an office setting with in-person and telephone contacts and may involve frequent interruptions. Work may require attendance at evening and/or weekend meetings. Equipment Used/Required Frequently operates a computer and other office productivity machinery, such as a calculator, copy/fax machine, and computer printer. |
