Under general direction, the Facilities Superintendent directs, plans and organizes the maintenance of City facilities including the Civic Center, library, stadium, community center, and park facilities; administers maintenance and construction contracts; performs related duties as required.
ESSENTIAL DUTIES & RESPONSIBILITIES
The duties listed below are examples of the work typically performed by employees in this class. Not all assigned duties may be listed.
Plans, coordinates, directs and inspects the maintenance of City buildings and facilities that includes HVAC, roofing, plumbing, electrical work, energy management systems, security systems, custodial services and other building maintenance activities.
Determines work assignments and utilization of personnel, equipment and materials; develops and prepares bid specifications for maintenance services, capital projects, and reviews equipment specifications.
Makes arrangements with contractors and administers service contracts for jobs not performed by City staff; coordinates special events with other City departments.
Participates in the development of long-range and short-term City maintenance and construction objectives; assists in the design and construction of new facilities; participates and assists in the preparation of cost projections and evaluation of bids for future projects or purchases; participates in the development of plans to meet future service needs; assists in the development and administration of budgets for various facilities.
Evaluates service needs, work methods and section procedures; implements changes in work methods and priorities; prepares estimates and monitors construction, maintenance and operating costs; ensures the effective and efficient use of time, equipment, materials and manpower; develops building users policies and procedures.
Participates in the selection of staff; conducts, plans and implements training; oversees employee job safety; evaluates employees; takes necessary disciplinary action.
Responds to routine staff inquiries or requests for maintenance services; receives, investigates and responds to citizen and tenant complaints and requests; determines and ensures appropriate disposition; monitors completion of work; assists in the investigation of matters related to claims made against the City.
Education and/or Experience: Graduation from high school, supplemented by courses in public or business administration and building maintenance, and five years of experience supervising building maintenance and repair work, which involved the development and administration of maintenance program activities or any combination of training and experience that provides the desired knowledge and abilities. Bachelors degree preferred.
Knowledge, Skills, and Abilities: Knowledge of methods, materials, and equipment used in building maintenance; utility pricing structures; construction industry and construction practices; safe work practices; construction cost estimating; methods and techniques of supervision. Ability to plan, assign, supervise, and direct the work of assigned staff; inspect project and determine adequacy of work performed; read and interpret plans, specifications and drawings; maintain accurate records; prepare reports; analyze emergency situations accurately and adopt effective courses of action; ensure that work is accomplished within budget limitations; establish and maintain cooperative working relationships.
