I. JOB SUMMARY
The purpose of this position is to assess, recommend, and implement engineering principles as necessary for municipal operations and development. The candidate will provide engineering assistance to the various city departments and guidance to city officials, city manager and members of the community such as contractors and engineering consultants. The City Engineer will oversee all capital projects, right of way acquisition, subdivision process and inspections and all engineering services among the city departments and any other duties as assigned by City Manager.
II. EDUCATION REQUIREMENTS Work requires broad knowledge in a general professional or technical field. Requires a Bachelor’s degree in civil engineering or related field. Must be a registered Professional Engineer in the State of Texas.
Requires over five (5) years progressively responsible experience as a professional engineer in the civil engineering field, with up to and including three (3) years of engineering administration experience and must have engineering supervisory, project management, and professional level experience.
III. EMPLOYMENT REQUIREMENTS • Applicant will be subject to a complete background investigation. Incomplete, inaccurate and/or failure to report information will cause the applicant rejection from consideration. • Applicant must take and pass a pre-employment drug test administered by the City of Edinburg at the City’s expense. • Must have a current valid class “C” driver’s license from the Texas Department of Public Safety with a satisfactory driving record. • Bilingual English/Spanish Preferred.
IV. SKILL ABILITY REQUIREMENTS
• Requires knowledge of accounting principles and management and leadership skills. • Requires managing and monitoring work performance of a division including evaluating program/work objectives and effectiveness, establishing broad organizational goals, realigning work, and staffing assignments for the department. • Communications and discussions may result in decisions regarding policy development and implementation. Interaction with others outside the organization requires exercising participative management skills that support team efforts and quality processes. • Normally performs the duty assignments within broad parameters defined by general organizational requirements and accepted practices. Results determine effectiveness of job performance. • Maintain effective working relationships with the Mayor and Council, City Manager, Department Directors, and senior management teams, and staff. • Requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization-wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively.
V. ESSENTIAL JOB FUNCTIONS Note: This information is intended to be descriptive of the key responsibilities of the position. The list of essential functions below does not identify all duties performed by any single incumbent in this position. • Prepares plans, maps, notes, specifications, cost estimates and other engineering documents for utility projects, street construction, municipal structures and other projects. • Performs special studies and research as requested by City Management, and makes recommendations on changes and improvements to City plans, ordinances, practices, and procedures. • Reviews subdivision plats, traffic flow patterns, drainage improvement plans and land use assumptions. • Provides technical assistance and develops presentations for the Planning and Zoning Commission and the City Council regarding engineering and related matters. o Provide engineering design phase contract negotiations, appropriations, and project management; perform administrative functions; oversee construction advertisement and project awards; and coordinate projects with internal and external entities. • Performs special studies and research as requested by the City Manager, and makes recommendations on changes and improvements to City plans, ordinances, practices and procedures. • Works with other staff and management relating to growth and infrastructure improvements required for future expansion and economic development in the City. • Oversees all engineering design and construction activities involving the City and other agencies. • Coordinates the calling for bids and letting of contracts for consulting engineering and construction. Assists in the selection of architectural and engineering consultants for City projects as required and reviews/makes recommendations of the submittals for compliance with state and local standards and accepted practice. • Maintains and applies current knowledge of engineering and public works laws, regulations, and emergency service standards. • Attendance at evening meetings, public meetings, field setting meetings, and other functions as required. • Attends Planning and Zoning meetings pertaining to new development. • Ability to maintain confidential items involving personnel and legal issues for the betterment of the City. • Perform other administrative duties as required.

VII. WORK CONDITIONS Occasional exposure to unpleasant environmental conditions and/or hazards. Occasional outside work.
VIII. PHYSICAL DEMANDS The job has some exposure to hazards and physical demands are minimal. Must be able to lift or carry 30 pounds, walk on uneven terrain and construction environments.
