SUMMARY: To perform the technical review of plans, reports, and specifications; to design and administer engineering projects; respond to citizen concerns; and to provide complex and administrative support to the City Engineer and or the Public Works Director.
SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Deputy Engineer and City Engineer.
Exercises direct supervision over technical staff.
Essential Functions:
- Review engineering and planning documents, reports, and construction plans for development and City projects, including plats, site plans, and right-of-way vacation requests and construction plans to assure compliance with City standards and ordinances.
- Conduct research on State laws and City Code Administrative procedures; represent the department and the City to other departments, divisions, and the general public; make presentations and perform surveys and data reduction; provide assistance to developers and engineers in reviewing project recommendations.
- Provide staff assistance to the Deputy City Engineer and serve in his or her absence; participate on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence.
- Act as project manager responsible for all aspects of City projects relating to design and construction, including preparation of plans, specifications, cost estimates, contract documents, service procurement, quality control, budgeting and coordinating efforts.
- Attend and participate in professional group meetings for staff and project coordination; stay abreast of new trends and innovations in the field of civil engineering.
- Respond to and resolve difficult and sensitive citizen inquiries and complaints.

- Principles of civil engineering.
- GIS computer systems.
- Construction administration and management for public works projects.
- Principles of highway and multimodal design.
- Principles of traffic operations and design.
- Principles and practices of hydrology and hydraulics.
- Principles and practices of program development and administration.
- Principles and practices of municipal budget preparation and administration.
- Properties and appearance of engineering materials, including soil, aggregates, concrete, and asphalt.
- Principles of supervision, training and performance evaluation.
- Pertinent Federal, State, and local laws, codes and regulations.
Ability to:
- Plan, organize, direct and coordinate the work of lower level staff
- Read and interpret working drawings, technical reports, calculations, and special studies.
- Identify and respond to community and City Council issues, concerns and needs.
- Develop and administer departmental goals, objectives, and procedures.
- Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
- Research, analyze, and evaluate new service delivery methods and techniques.
- Interpret and apply Federal, State and local policies, laws and regulations.
- Communicate clearly and concisely, both orally and in writing.
- Establish and maintain effective working relationships with those contacted in the course of work.
- Maintain effective audio-visual discrimination and perception needed for:

─ reading and writing
─ operating assigned equipment.
- Maintain mental capacity which allows the capability of:

EXPERIENCE AND TRAINING GUIDELINES
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Six years of increasingly responsible experience in civil engineering.
Education:
Bachelor’s degree from an accredited college or university with major course work in engineering.
License or Certificate:
Required:
Possession of a valid driver’s license.
Licensed as a Professional Engineer in the State of Wyoming or ability to get licensed within one year of hire date.
WORKING CONDITIONS
Environmental Conditions:
Indoor and outdoor environment working closely with others; irregular work hours.
Physical Conditions:
Essential and marginal functions may require maintaining physical condition necessary for lifting and carrying up to 40 pounds; reaching above the shoulder; walking, standing, or sitting for prolonged periods of time.
