Description Requirements Formal Education Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with a two year associate's degree, diploma or equivalent from a college, technical, business, vocational, or correspondence school. Appropriate certification may be awarded upon satisfactory completion of advanced study or training. Experience Over five years. Supervision Responsible for the direction or supervision of others. Human Collaboration Skills Decisions regarding implementation of policies may be made. Contact may involve support of controversial positions or the negotiation of sensitive issues or important presentations. Contacts may involve stressful, negative interactions with the public requiring high levels of tact and the ability to respond to aggressive interpersonal interactions. Freedom to Act Receives Limited Direction: The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Special projects are managed with little oversight and assignments may be reviewed upon completion. Performance reviewed periodically. Technical Skills Advanced: Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization-wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively. Fiscal Responsibility Responsible to help prepare and carry out annual budget for the department. Reading Advanced - Ability to read papers, periodicals, journals, manuals, dictionaries, thesauruses, and encyclopedias. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study. Math Basic - Ability to perform the four basic arithmetic operations. Ordinarily, such education is obtained in elementary school up to high school. However, it may be obtained from experience and self-study. Writing Advanced - Ability to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study. Certification & Code, Plumbing, Electrical, Valid Driver's License Oversees and coordinates the Building Inspection Department's daily operations including inspections/field activities, building permit processing and office administration. Assigns, monitors and coordinates work. Coordinates inspections of residential and commercial sites Inspects large and complex construction projects for conformance with specs and regulations Maps annual projected inspection workload through coordination with planning staff regarding entitled projects in the development pipeline Attends pre-construction conferences, safety meetings and conducts periodic site inspections for commercial construction projects Communicates with contractors, architects, and the public regarding building permit applications and requirements for proposed construction projects. Reviews and approves constructions plans and specifications; monitors for compliance with applicable building codes and regulations. Resolves interpretation issues for inspections of buildings under construction and existing buildings for compliance with adopted International Building Code and city, state, and federal laws and regulations; may grant modifications to adopted codes when necessary. Determines required Code modifications and recommends updates as needed Suggest and implements methods to streamline and improve overall permit and building plan review process Develops processes for Certificate of Occupancy, water meter inspection and other inspection functions to ensure success and coordination between multiple departments Investigates code complaints; facilitates the timely and effective resolution of code violations. Coordinates unsafe structure program in collaboration with Code Enforcement Department Conducts a variety of staffing, personnel and management functions: Hires, trains, supervises and evaluates the performance of assigned personnel. Provides technical guidance and assistance to building inspectors and permit technicians. Organizes continuing education for staff in accordance with certification requirements. Manages Inspection Department budget Coordinates fleet maintenance program for inspection vehicles Participates in Trade Organizations, Area and State Building Association meetings and activities Miscellaneous: Serves as Emergency Response team member. Makes presentations to Councils and Commissions as needed Performs other related duties as assigned or required. |
