Principal Traffic Engineer

The City of Anaheim Public Works department seeks a dynamic Principal Traffic Engineer. The Principal Traffic Engineer is pivotal in addressing the City's traffic and transportation needs. Qualified candidates will possess a strong technical background in traffic engineering and will relate easily to those contacted in the course of work, including other employees at all levels, members of the public and staff from other agencies. Candidates must have strong experience with delivering capital improvement projects involving traffic engineering, excellent project management and coordination skills, plan checking, and budgeting experience.
Minimum four (4) years of professional experience in traffic and transportation engineering including one (1) year of administrative and/or lead supervisory experience supplemented by a Bachelor's degree from an accredited college or university with major course work in traffic or civil engineering or a related field. Possession of a State of California Professional Engineer registration in Civil or Traffic is required.
The Traffic and Transportation section, under the direction of the City Engineer, provides for mobility and safety of people and goods. Services range from increasing arterial street capacity by operating Intelligent Transportation Systems infrastructure, to providing traffic planning assistance for both local and regional transportation projects, residents, and the development community. The Traffic and Transportation section operates and maintains its investments in traffic signal and Intelligent Transportation Systems infrastructure, including our 300+ traffic signals, the communications system, and changeable message signs. It is a community partner in shaping a livable city. We plan, manage, and maintain an effective and safe transportation system that provides mobility for people and goods as well as access to business and event centers. We keep Anaheim moving.
ESSENTIAL FUNCTIONS: The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices. • Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for providing traffic engineering services within the assigned section; prepare various reports on operations and activities. • Establish schedules and methods for providing traffic engineering services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly. • Participate in the development and implementation of goals and objectives as well as policies and procedures; make recommendations for changes and improvements to existing standards, policies, and procedures; monitor work activities to ensure compliance with established policies and procedures. • Act as lead for coordination of Capital improvement project led by the Traffic and Transportation section and coordinate with necessary departments and staff to deliver the project through construction • Oversee preparation and review of plans, specifications, and estimates for traffic engineering and active transportation projects; review other City department plans related to traffic engineering as necessary. • Prepare, review, plan check and/or approve traffic signal design, signing & striping plans, right of way construction permits, and traffic control plans. • Manage traffic warrants requests, analysis and database • Administer the neighborhood traffic management program • Manage the City's speed zone survey program • Participate in the selection of traffic engineering staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures. • Participate in the preparation and administration of the traffic engineering program budget; submit budget recommendations; monitor expenditures. • Act as project manager for special transportation and traffic engineering studies; prepare requests for proposals; review environmental impact reports; prepare transportation models. • Supervise the operations of the computerized traffic signal and changeable message sign system including design, operation, and troubleshooting of all traffic control systems, devices, and communications equipment; coordinate signal timing and events communications with other departments and jurisdictions; analyze and document information requirements for computer based traffic control systems. • Coordinate consultant traffic engineering and signal maintenance contract services; monitor State Transportation funds; administer contracts. • Coordinate grade crossings and separations at railroad right of ways; provide services for parking design and management; coordinate school, pedestrian and bicycle traffic safety. • Prepare documents for processing claims against the City; testify before commissions, courts, and city councils. • Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints. • Prepare and submit grants as necessary; ensure adequate funds for the traffic engineering function by preparing and monitoring budget data. • Administer local/state/federal grants, including procurement and closeout. • Provide the City with safe and efficient traffic control systems including the engineering design and operation of traffic signal control devices, communications equipment and infrastructure, and signs; conduct traffic engineering surveys and studies. • Represent the City on traffic and transportation issues in the absence of the Traffic and Transportation Manager. • Update and revise traffic standards and ordinances; provide technical traffic engineering assistance for regional projects and programs. • Maintain records concerning operations and programs; prepare reports on operations and activities. • Coordinate activities with those of other divisions and outside agencies and organizations; provide staff assistance to the Traffic and Transportation Manager; prepare and present staff reports and other necessary correspondence. • Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of traffic engineering; incorporate new developments as appropriate into programs. • Perform related duties as required.
QUALIFICATIONS: Experience and Education: Minimum four (4) years of responsible experience in traffic and transportation engineering including one (1) year of administrative and/or lead supervisory experience supplemented by a Bachelor's degree from an accredited college or university with major course work in traffic or civil engineering or a related field.
Knowledge of: Operations, services, and activities of a traffic engineering program; principles and practices of traffic engineering; principles of supervision, training, and performance evaluation; modern and complex procedures, methods, and techniques of traffic and transportation engineering and planning; use, operation, and maintenance of computerized traffic signal systems; electrical engineering and computer science principles; traffic signal controllers, cameras, and intelligent transportation systems and their theory of operations; traffic signal synchronization and signal design; financial planning and monitoring; principles and practices of accident analysis; principles and practices of project management; basic principles and practices of budget preparation and administration; principles and procedures of record keeping; principles of business letter writing and basic report preparation; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; pertinent federal, state, and local laws, codes, and regulations.
Ability to: Coordinate and direct traffic engineering programs; supervise, organize, and review the work of assigned staff involved in traffic engineering; select, train, and evaluate staff; recommend and implement goals, objectives, policies and procedures for providing traffic engineering services; understand the organization and operation of the organization and of outside agencies as necessary to assume assigned responsibilities; understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations; prepare clear and concise reports; participate in the preparation and administration of assigned budgets; design and plan traffic and transportation systems; apply for grants and other funding sources; organize, direct and implement a comprehensive traffic and transportation project; plan and organize work to meet changing priorities and deadlines; effectively represent the City to outside individuals and agencies to accomplish the goals and objectives of the unit; work cooperatively with other departments, City officials, and outside agencies; respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.
License/Certification Required: • Possession of, or the ability to obtain, State of California Professional Engineer registration in Civil or Traffic. • Possession of an appropriate, valid California Class C driver's license.
