PRIMARY OBJECTIVES
The primary objective and focus of this technical position includes performing advanced civil engineering duties including: design, inspect and manage public infrastructure projects and other routine city engineering department functions under the general direction and supervision by the Project Engineer.

ESSENTIAL FUNCTIONS OF THE POSITION
Design and Plan Preparation
- Manages the system, performs design, trains staff and maintains technical competency pertaining to advanced drafting and design components using AutoCAD and Civil 3-d.
- Performs computations and advanced engineering design for moderately complex public infrastructure improvement projects as assigned.
- Performs field surveys and data collection as needed to assist in the preparation of designs.
- Prepares project plans and specifications, performs quantity take-offs and prepares cost estimates.
Construction Project and Contract Management and Inspection
- Monitors and communicates project status and changes in project scope, budget or timeline to City Engineer or Project Engineer.
- Responsively addresses issues in construction and takes appropriate actions to remedy problems.
- Assists in managing project technical staff, seasonal staff or civil engineering interns as assigned.
- Performs municipal construction inspection to ensure construction is consistent with approved plans, specifications and contract requirements.
- Coordinates and performs material testing and sampling in accordance with the Mn/DOT Schedule of Materials Control and/or the project specifications.
- Measures and documents all quantities utilized in the construction of public improvements.
Technical Investigation and Evaluation
- Analyzes reports, maps, tests and other information on soil composition, terrain, hydrological characteristics, and other topographical and geologic data to form feasible design solutions.
- Obtains required permits from local, state, and federal agencies.
- Provides technical assistance and field work for traffic engineering studies such as collecting and compiling traffic counts and turning movements; preparing accident histories; and documenting sight distance problems.
Public Involvement and Communication
- Works with property owners affected by construction plans to explain and answer questions.
- Writes simple materials including informational letters and reports.
- Responds to questions; receives, investigates, and resolves complaints from the public relative to the department operations, construction, or services.
- Coordinates and attends informational meetings to answer questions and discuss projects.
Records Maintenance
- Completes required construction project documentation including daily and weekly progress reports, construction diaries, inspection forms and monthly payment vouchers.
- Performs measurements and develops ties to valves, service connections and other elements of public improvement projects.
- Transfers as-built information from field to permanent original plans (digital and hard copy).
- Maintains department project files for assigned projects; files and archives all associated paperwork, as-built files and digital records in accordance with the City's records retention schedule.
General
- Monitors and verifies construction of privately-installed infrastructure projects including inspecting and verifying permit conditions for public works permits as assigned.
- Monitors activities of other agencies working in City public right-of-way as assigned.
- Assists in maintaining and updating the City’s benchmark system.
- Is familiar with and able to perform general surveying using electronic total station and GPS surveying equipment to obtain field data, establish construction limits and place construction stakes for public infrastructure projects or other miscellaneous survey tasks.
- Prepares maps and graphic illustrations for use in reports and public presentations.
- Remains current on all specifications, regulations, codes, construction practices, and generally accepted engineering standards, legislation and policies.
- Performs other duties and assumes other responsibilities as assigned or apparent.
EDUCATION and/or EXPERIENCE
- Five years’ experience in municipal engineering, construction surveying or a construction related field.
- Proficient with word processing software, spreadsheet software and project documentation.
- Training in mathematics, drafting, surveying and other civil engineering related fields.
- Two years’ experience in a public works/engineering organization developing knowledge, skills and abilities required for the position.
- Proficient with GPS surveying instruments.
- Ability to speak, read or write any language other than English, including sign language.
KNOWLEDGE, SKILLS AND ABILITIES
Must have considerable working knowledge of and the ability to learn the engineering principles and practices required for municipal civil engineering design (storm water hydrology and hydraulic, roadway, and utility design) and considerable knowledge of the materials, methods, and techniques used in the construction of municipal projects. Must have considerable knowledge of the principles, practices, and methods of land surveying and the knowledge and skill in the use of surveying instruments. Must have knowledge and skill in the use of AutoCAD, Civil 3-D, word processing, spreadsheets, Outlook and other Microsoft office software. Must have the ability to read, interpret, and prepare construction plans, specifications, contract documents, technical manuals, legal descriptions, deeds, easements, written reports and correspondence. Must have knowledge and understanding of applicable work safety standards. Must earn Mn/DOT technical certification in all areas of assigned responsibility.
PHYSICAL DEMANDS
Must have the ability to read and discern visual images on a variety of media. Must have the ability to remain seated or standing at the same work-station during the work period with appropriate breaks within that time frame. Must have the ability to type accurately on a computer keyboard. Must have ability to record names and numbers accurately (e.g. not transpose numbers and/or letters). Must have ability to hear while answering telephone and receiving visitors at counter. Must have the ability to work in all types of weather. Must have the ability to physically perform essential functions and requirements of the position including lifting up to 25 lbs.
SPECIAL REQUIREMENTS
Valid driver's license.
