The City of Virginia Beach Department of Public Utilities is seeking a Project Accountant. Individual will provide financial analysis and reporting support for the Department of Public Utilities, divisional management and supervisory staff, and Department Director, while working directly for the Public Utilities Finance Officer. Daily assignments are those of a “capital project” accountant for the water and sewer capital improvement program (CIP). Other duties include:
- Monitor project financials from beginning to end of individual projects and will also track all program capital expenditures, obligations and revenues; and assist with the project planning and budgeting process.
- Maintain all project-related records and work closely with Purchasing and Engineering on ensuring compliance with all contracts and purchase orders.
- Assist project managers with tracking obligations and expenditures for specific work order and contracts.
- Responsible for reviewing all CIP invoices and approving for payment, investigating and reconciling any project variances, serve as the primary departmental representative related to closing out capital projects upon completion and the related fixed asset management process
- Monitor capital expenditures, encumbrances, and revenues
- Prepare journal entries and budget adjustments as necessary
- Develop financial reports for management and project managers to use in administering the CIP
- Meet with project managers regularly and provide financial, contractual, and compliance guidance.
- Prepare related financial and statistical data as required for cost of services studies, bond feasibility studies, annual comprehensive annual financial reporting documents, review by independent auditors, and reporting to City Council and other city departments.
- Assists with ensuring departmental compliance with contractual and/or financial standards and requirements, and administration of city financial policies within Public Utilities; individual has responsibility for maintaining detailed, accurate, and thorough working papers.
- Serve as a backup to the Accountant III in the performance of assigned duties deemed critical to the department.
- Represent the department on various internal and citywide teams and will perform other duties as assigned.
**This is an Alpha I position requiring the employee to work during inclement weather, regardless of the City’s operational status. As an exempt position, employees in this role will be expected to work hours in excess of their normally scheduled hours in response to short-term departmental needs or deadlines, or any citywide emergencies, without additional compensation.
Related Experience, Knowledge, Skills and Abilities: Position requires a high level of self-sufficiency, complex analysis, problem-solving and practical application of accounting principles and concepts. Individual will need excellent financial and accounting skills in a professional setting, as well as knowledge and application of accounting principles and auditing standards promulgated by the American Institute of Certified Public Accountants and Governmental Accounting Standards Board. Individual must possess demonstrated experience working in a complex and professional financial role, capable of producing high-quality work products with minimal supervision and oversight, often within short deadlines. Experience working with executives and other agency leaders. Individual must possess extensive oral and written communication skills necessary to convey information accurately, effectively, and professionally, to a broad audience, with tact and diplomacy. Must possess the ability to interpret complex financial data and communicate information to executives, managers and other staff with varying degrees of financial knowledge. Individual must be able to establish and maintain effective working relationships and have demonstrated experience reaching consensus on complex or difficult situations in a team environment. Ability to provide guidance to project managers and support staff related to the administration of procedures, guidelines and policies. Must have experience in using electronic tools for the purpose of information management and as they apply to financial reporting and accounting; and a high level of proficiency in advanced functions of Microsoft Office products such as Word, Excel (including detailed worksheets), Access, PowerPoint and Adobe Acrobat. Other necessary skills include extensive organizational skills, broad experience applying adaptability, flexibility and multitasking in the workplace.
Salary Range: $50,273.60 - $77,188.80 Starting Salary: Depending upon Qualifications
