Summary:
The purpose of the Assistant County Engineer position is to assist the County Engineer in the overall operations of the Highway Department, and to manage and direct the day to day operations of the engineering unit under the direction of the County Engineer. This includes the planning, design, construction, and maintenance of highways, bridges, and other infrastructure.
Job Duties:
- Assists the County Engineer in managing the overall operations of the Highway Department; represent the Department in his/her absence.
- Supervises and directs the work of engineering design staff, inspection staff, survey crew and sign shop staff. Assigns tasks and schedules, reviews work including plans, proposals, roadway design, construction projects, and construction project reports. Participates in employee selection, hiring, training, orientation, and performance management.
- Assists in the management of the delivery of the Road and Bridge Capital Improvement Program (CIP), including planning, design, construction, contract management, public involvement, intergovernmental coordination and approvals.
- Oversees the acquisition of easements (right of way) for Public Works infrastructure projects.
- Provides project management and coordination on highway, bridge and drainage projects designed by engineering consultants to ensure compliance with contracts, agreements, specifications, codes, and ordinances.
- Reviews and certifies construction plans and contract documents to ensure projects meet all federal, state, and local design and construction standards and guidelines.
- Coordinates department projects with other agencies such as municipal governments, Department of Natural Resources, United States Fish and Wildlife Service, State Department of Transportation, United State Army Corps of Engineers and Minnesota Pollution Control Agency. Reviews, prepares, and acquires all regulatory permits and approvals required for projects; meets and confers with permitting officials in the field or office as needed.
- Responds courteously and professionally to concerns from County staff, contractors, landowners, general public, and others.
- Collaborates with Highway Maintenance Supervisor on contracts, materials, and supplies related to highway maintenance projects.
- Provides technical engineering assistance to townships, cities within the county and Minnesota Department of Natural Resources.
- Oversees bridge safety inspection program as Inspection Program Administrator.
- Prepares grant applications to obtain funding from various sources.
- Coordinates planning efforts such as Transportation Plan, Trail Master Plan, and County Road Way Safety Plan.
- Performs other duties as assigned.
Minimum Qualifications:
- Bachelor's degree in Civil Engineering
- Minnesota Professional Engineer Registration (or ability to obtain within 18 months from date of hire)
- Driver's License valid in the State of Minnesota
- Five years of progressively responsible experience in highway design and construction
- Five years of supervisory or management level experience
- Or equivalent combination of education and experience
