GENERAL RESPONSIBILITIES Works under the direction of an assigned supervisor and performs responsible professional and technical engineering work assisting in the operations and coordination of transportation and traffic engineering projects including spot improvement and accident reduction, signs and pavement markings, street lights and traffic signals, Neighborhood Traffic Calming, Safe Routes to School, and Pedestrian Bicycle Facilities programs, and evaluates applications for activities in the right of way through right of way use permits..
ESSENTIAL JOB FUNCTIONS • Receive and respond to inquiries and complaints concerning traffic issues. Investigate traffic operation concerns and issues identified by city staff, citizens, and other agencies, taking appropriate action to resolve situations. • Conduct studies for installation of new channelization, crosswalks, signage and street lights including evaluation for the removal/relocation of existing on arterials and residential streets. Identify and design improvements as appropriate. • Collect, maintain and utilize data (traffic counts and accident records) in evaluating improvements or modifications to the transportation system. Coordinate with the Police Department in developing recommendations for improvements through enforcement, operational change or other improvements. • Coordination with other agencies for the installation, repair, review, or approval of transportation features including: PSE/Intolight for all new street light requests, King County and WSDOT for all traffic signal operational issues, and King County Metro for new bus stop locations. • Coordinate the Safe Routes to School program working closely with the School District to evaluate walking routes and traffic operational concerns around schools. Evaluate and recommend modifications and improvements for walking routes. • Coordinate the Neighborhood Traffic Calming program to provide education and/or traffic safety improvements to meet neighborhood needs. Identify and design traffic calming solutions as appropriate. • Reviews and issues street use permits. • Manage and coordinate the development and review of the Six-Year TIP. • Provide transportation engineering support in the update to the Pedestrian and Bicycle Facilities (PBF) Plan. • Manage and coordinate the review and inventory of ADA facilities in the public ROW. Develop a prioritized listing and schedule of work to achieve compliance for facilities in the public ROW. • Respond to requests for technical assistance and information from other city departments, agencies and the public. • Research grant opportunities applicable to transportation facilities. Prepare applications as appropriate. • Attend and participate in professional group meetings staying abreast of new trends and innovations in the field of traffic and transportation engineering. • Attendance at evening and weekend meetings is required. • Ability to drive a City vehicle, possess a current and valid Washington State driver’s license and good driving record. • Must have regular and predictable work attendance to fulfill the essential functions of the job. • Performs other related duties as assigned.
QUALIFICATION REQUIREMENTS • Excellent oral and written communication and presentation skills, including the ability to clearly express ideas to a variety of audiences. • Ability to analyze transportation problems/issues, identify solutions and implement recommendations. • Knowledge of and ability to interpret and apply Federal, State and local policies, laws and regulations. Familiarity with Federal, State and local permits and permitting practices. • Knowledge of principles and practices of civil engineering and traffic engineering as applicable to a municipal setting. • Ability to establish and maintain effective working relationships at all organizational levels within the City, with other agencies and with the public. • Oriented toward community service and sensitivity to public processes. • Skilled in problem solving and able to confidently make quick decisions. • Strong customer service skills. • Strong organizational skills. • Ability to work independently and with little supervision. • Proficient with computers. Knowledge of MS Office software, GIS, and AutoCad. • Ability to conduct necessary engineering research and compile comprehensive reports. • Knowledge of budget development and cost tracking of projects and programs. • Public sector experience preferred. • A good driving record and a valid Washington State Driver’s License.
EDUCATION, EXPERIENCE AND OTHER CITY REQUIREMENTS • Graduation from an accredited four-year college or university with a degree in civil engineering or another related field. • Four or more years of professional related experience in transportation or traffic engineering. • Washington State Professional Engineering license preferred. • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities. • Ability to drive a City vehicle, possess a current and valid Washington State driver's license and good driving record. Evidence of a good driving record is a condition of employment and a complete driving abstract will be required. • Completion of a Nationwide and Washington State criminal history background check is required in order to determine any past conviction history of crimes against persons, sexual assault or exploitation, and sexual or physical abuse and must be able to pass a thorough background check as required by the Child/Adult Abuse Information Act. • Completion of an I-9 Form, documenting eligibility to work in the United States.
TOOLS AND EQUIPMENT
Various types of materials and equipment are used: paper records, budgets, approved plans, print media, RCWs and WACs, engineering and architectural standard references, surveys, site, building and area maps, local, county and state federal codes, computers, communications, computer spreadsheets, GIS, AutoCad, and other agency documents and maps, models, photography equipment, audiovisual equipment and calculator. Future work practices may necessitate the use of different tools and equipment.
WORKING CONDITIONS and PHYSICAL ABILITIES Work is performed in an office and field environment. Work involves walking, sitting, standing and lifting (up to 40 pounds). There is some exposure to noise, vibration, fumes, odors, and dust as well as to traffic, construction equipment, slippery work surfaces and uneven terrain. Hand-eye coordination and fine-manipulation skills are necessary to operate computers and other office machinery. Protective clothing such as hard hat, boots, safety vest and rain gear.
