BASIC FUNCTION:
Under the direction of the Public Works Director and/or Public Works Deputy Director, plan, organize and direct daily operations and activities of Street Systems Division; supervise a variety of specialized duties in the construction, maintenance and repair of City street systems and related infrastructure; manage and coordinate contracted street maintenance and construction; plan and coordinate the Capital Improvement Program and the systematic pavement management program; develop, monitor and control assigned budgets; purchase needed materials and equipment; train, assign, supervise and evaluate the work of assigned personnel; inspect and assure work projects are completed according to code, specifications and timelines.
ESSENTIAL JOB FUNCTIONS:
- Plan, schedule, organize and direct daily operations and activities of Street Systems Division; supervise advanced and specialized activities for the design, inspection, construction and maintenance of City street systems, alleys, right-of-ways, bridges, sidewalks, direct street, pavement, sidewalk, curb and gutter construction and the repair and building of guardrails.
- Perform complex professional engineering tasks and is responsible for administrative and managerial functions in overseeing the development of infrastructure projects, construction management and the capital projects for the Streets Division. Oversee and supervise the Streets Division Engineering staff and establish and enforce division operating policies and procedures.
- Develop specifications for contracted services; administer and coordinate service contracts for the design, construction and maintenance of street system facilities; assure compliance with cost and timelines and applicable Federal, State and local laws, codes and regulations.
- Develop and revise comprehensive capital improvement projects; prepare and present reports, recommendations and studies to the Deputy Director, Director, Mayor, City Council, other departments and public and private agencies and groups.
- Establish division's operational objectives, goals and priorities; monitor and measure attainment of objectives, goals and priorities and implement corrective actions in project phases and objectives as necessary.
- Develop and implement short- and long-range maintenance and preventive maintenance programs; provide technical guidance and training; inspect job sites for safety issues and proper practices; assure proper cleanup of job sites.
- Develop, monitor and control assigned budgets; monitor and control materials purchases and expenditures; evaluate, determine, schedule and purchase required equipment and materials for the completion of work projects.
- Coordinate work projects with other City departments, contractors, government agencies, organizations and the public as required; inspect work in progress; assure projects are completed in compliance with codes, specifications, standards, work orders and time schedules.
- Communicate with the public, contractors and government agencies to receive and resolve complaints, to interpret various codes and ordinances and to provide technical expertise and explanations regarding City streets and related public utilities; represent the City in meetings involving other municipalities and State and federal agencies; develop and revise division procedures as needed.
- Perform duties related to emergency operations; including flood, snow, ice and vegetation control and removal and the cleanup of hazardous waste spills.
- Manage and coordinate street maintenance and new construction; attend pre-construction and inter-departmental meetings to develop and maintain project schedules; plan and coordinate street pavement and overlay programs; estimate materials and costs; select contracted services as required; review and approve inspection and billing invoices for payment.
- Select, train, assign, supervise and evaluate the work of assigned personnel; discipline employees in accordance with City policies and procedures.
- Estimate materials, time and personnel required to complete work projects; develop schedules, including alternate schedules for inclement weather conditions; enter schedules into computer system.
- Maintain inventory of tools, equipment and supplies; assure vehicles, tools and equipment are maintained in a clean, safe and proper working condition.
- Prepare and maintain a variety of records and reports related to system operations, inspections, preventive maintenance, performance evaluations, service complaints, inventory levels, bid specifications, work projects and equipment and materials use.
- Represent the City in meetings involving other municipal, County, State, and Federal agencies.
- Participate in the development and organization of the City's Emergency Planning and Operational activities.
- Operate a vehicle, computer, and other related equipment to perform assigned duties.
- Perform related duties as assigned.

EDUCATION AND EXPERIENCE:
Any combination equivalent to: Bachelor's degree in Civil Engineering or closely related field and five (5) years managing engineering design, street maintenance and/or construction experience including three (3) years in a supervisory capacity.
LICENSES AND OTHER REQUIREMENTS:
Licensed in Washington as Professional Engineer. Valid Washington driver's license.
