ESSENTIAL FUNCTIONS: 60% Administration and Strategic Direction • Oversee complex projects and coordinate implementation. • Act as liaison to other departments and community organizations. • Assume the duties of the Director of Public Works during absences, including participating in the City Manager’s meetings of senior staff and interacting with the City Manager and Director of Finance to make key decisions. • Provide professional recommendations to Director of Public Works regarding public works issues. • Assist director in reviewing city procedures, department policies, laws, and ordinances and recommend or implement revisions to ensure safety, efficiency, effectiveness, and compliance. • Assist director in developing and recommending department budget, capital improvement plans and long term infrastructure maintenance plans and authorize purchases and requests for bids and proposals. • Assist with the administration of the department budget process, including the development of divisional budgets, capital improvement programs and long term infrastructure maintenance plans. • Develop and monitor long- and short-range goals, objectives, and action plans. • Prepare and review written reports with accuracy and timeliness. • Develop staff reports and make presentations to the City Council and other boards, interact one-on-one with residents, participate as a member of the city’s management team, and relay information to the news media when authorized. • Provide leadership and supervision to staff and delegate projects and tasks. • Provide training and professional development opportunities to staff to ensure they keep up on developments in their fields. • Coach and mentor staff so they are able to assist the public with a range of items, including understanding city policies and regulations. • Make or recommend employment-related decisions involving hiring, discipline, and all other status changes; develop performance expectations and evaluate employee performance.
40% Operation of the Public Works Department • Compile, compose, and interpret comprehensive data on operations and make professional, concise written reports and oral presentations to the City Manager and City Council. • Serve as liaison to City Engineer on development and execution of capital improvement projects. • Review written documentation and technical reports and communicate key information to the public. • Respond to and provide follow up on concerns or complaints, assuring a positive public image, professionalism, and timeliness. • Oversee operations in response to weather-related situations and during certain planned public events and respond to departmental and city emergencies. • Coordinate with state and federal agencies on environmental and health-related issues. • Work with contractors on completion of projects and overseeing project management. • Coordinate with the Director to respond to inquiries regarding budgetary and accounting matters for the department. • Lead efforts to engage employees in employee-centered activities such as the employee wellness program and other key initiatives. Continually looks for new and improved ways of completing the above functions. Other tasks as assigned will be performed in order to address business needs. POSITION REQUIREMENTS Latitude: Most duties are self-determined with flexibility in scheduling and accomplishing tasks. Problem solving requires advanced technical knowledge. Decisions are frequently made independently based on city policy and consultation with appropriate stakeholders is essential. Makes purchasing decisions within budgetary limitations and purchasing policies. Involves appropriate city staff when making employment related decisions. Makes recommendations to the Public Works Director for contractual commitments. Interaction: Regular interaction with employees throughout the organization, city boards, general public, vendors, and outside agencies including municipal, county, state, and federal agencies. Qualifications: • Bachelor degree in management, civil engineering, or related field, required. • Master of Public Administration or similar field, preferred. • Three years progressive public works, public administration or related utility experience, preferred. • Three years progressive supervisory experience, preferred. • Two years municipal budgeting experience, preferred. • Valid Kansas driver’s license, and driving record must meet commercial liability insurance requirements. • FEMA National Incident Command Systems (NIMS) courses IS-100, IS-200, IS-300, IS-400, and IS-700 within 24 months of employment. Knowledge, Skills, and Abilities: • General knowledge of street construction, maintenance and repair; fleet management; and other public works and management functions. • General knowledge of the principles and practices of public works and project planning. • Knowledge of municipal budgetary preparation. • Ability to read and use blueprints. • Skill in solving problems and making decisions independently and in a team environment. • Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems. • Excellent communication skills sufficient to express ideas and agreements concisely and persuasively, both orally and in writing, to a variety of audiences. • Negotiation, persuasion, tact, and diplomacy are essential for effectively performing tasks. • Ability to manage within the budget process, monitor expenditures, and stay within budget. • Ability to operate office-related equipment, including ability to access and retrieve information from various computer software systems and prepare technical reports and conduct research. • Ability to effectively plan and delegate the work of others. • Ability to make difficult decisions in a timely manner. • Ability to maintain cooperative working relationships with all levels of staff, vendors, and the public. Physical Requirements/Environmental Conditions: Office Environment. Some exposure to adverse weather conditions, fuels, chemicals, and hazardous elements. Occasional maneuvering through rough terrain. Occasional carrying and lifting of 30 pounds. Regular bending, squatting, twisting, manual dexterity, hand/eye coordination, and visualization of a computer screen throughout the day. Occasional evening and weekend meetings.
