The City of Anaheim Public Works Department is seeking a motivated and knowledgeable Assistant Engineering A - Traffic to support the Traffic and Transportation Division. This position will perform para-professional and technical engineering work including plan development, plan review, development review, contract administration and design in assigned area of responsibility; and to provide technical staff assistance to higher level engineering staff.
Candidates must possess three (3) years of civil engineering work experience or have completed three (3) years of course work in a board-approved engineering curriculum (any curriculum approved by the Engineering Accreditation Commission (EAC) of the Accreditation Board for Engineering Technology (ABET). A Bachelor's degree in Civil Engineering and Engineering-in-Training (EIT) highly desired.
This position may require work in the evening hours to attend Neighborhood, Community, and/or Planning Commission meetings.
ESSENTIAL FUNCTIONS: The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.
- Prepare preliminary and final plans, civil engineering design and layout including signing and striping plans, cost estimates, schedules and specifications for public works projects; supervise and assist in project planning, design and contract administration.
- Assist in planning, prioritizing, assigning, and reviewing the work of project staff and outside consultants.
- Analyze field data pertaining to traffic engineering such as line of sight, signing and striping, and traffic volume data.
- Coordinate public works and traffic engineering activities with other City departments, divisions, sections and outside agencies.
- Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
- Review work of private engineers for compliance with City standards and practices; review work of outside plan check staff; review shop drawings submitted by construction contractors; determine engineering requirements for new developments; review and provide recommendations for processing change orders requested by contractors.
- Participate in the selection of private consulting engineering services; prepare proposals; conduct interviews and review consultant qualifications; provide recommendations in the selection of consulting engineers.
- Participate in development activities; ensure that rates, rules and regulations are clarified and understood; assist developers in planning for adequate water to new or redeveloped areas; prepare and draft agreements with developers; participate in the review and approval of plans submitted by developers.
- Review and update engineering standard drawings, specifications and design criteria.
- Perform related duties and responsibilities as required.
When Assigned to Traffic And Transportation:
- Perform a variety of professional and technical level traffic and transportation work including traffic system planning, design and operation, and to provide technical assistance to higher level engineering staff.
- Participate in planning and directing traffic engineering and transportation activities.
- Conduct a variety of technical engineering studies; review transportation planning studies; analyze traffic impact studies.
- Prepare and review plans, signing and striping, specifications and estimates for traffic engineering contracts; review subdivision and development plans.
- Prepare grant applications; administer grant funding ensuring compliance with appropriate guidelines and regulations.
- Prepare standards, methods and techniques for traffic improvement programs; supervise the collection and analysis of data related to traffic issues.
- Coordinate and oversee projects with other agencies and departments; prepare reports for the City Council.
- Confer with architects, engineers, and consultants in the collection of data to prepare cost and construction estimates, legal descriptions, and plans for engineering projects.
- Review City codes and ordinances for appropriate additions and deletions concerning traffic engineering problems.
- Perform a variety of traffic engineering studies involving the use of computer programs and models.
- Perform counter duty to respond to customer requests and issue permits.
- Coordinate and respond to residents, internal and external customer inquiries in a timely manner. These responses may come in via telephone, email, Anaheim Anytime, and/or the counter.
- Perform related duties and responsibilities as required.
QUALIFICATIONS:
Experience: Three years of course work in a board-approved engineering curriculum (any curriculum approved by the Engineering Accreditation Commission (EAC) of the Accreditation Board for Engineering Technology (ABET), or three years or more of engineering related experience.
Knowledge: Basic principles and practices of civil engineering and design; practices and terminology in surveying and construction standards; basic principles and practices of hydraulic engineering and hydrology; pertinent Federal, State, and local laws, codes and regulations; principles of mathematics as applied to engineering calculations; microcomputer software including spreadsheet and data base applications. In addition to when assigned to Traffic: basic principles and practices of civil engineering as applied to traffic and transportation engineering; statistical survey methods used in research and analysis of traffic engineering studies; basic computer applications in traffic and transportation engineering; construction materials and procedures.
Ability: Perform technical research; read and interpret technical literature, drawings, diagrams and schematics; apply basic traffic engineering and transportation practices to technical problems, present findings and make appropriate reports; use and operate computer systems and software; prepare civil engineering design computations; prepare engineering plans, specifications and estimates for street, sewer and storm drain projects and/or water utility projects; use and care for engineering software and drafting tools and equipment; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work.
License/Certification Required: Possession of a valid California Driver's License by date of appointment. May require possession of an Engineer-in-Training certificate within 18 months of date of appointment.
