The City of Torrance invites you to apply for the position of Assistant Building Regulations Manager!
The Department The Community Development Department's Building and Safety Division is seeking a dedicated individual with a proven track record to serve as its Assistant Building Regulations Manager. The main purpose of the Division is to protect and promote public health, safety and general welfare as they relate to the construction and occupancy of buildings and structures. To accomplish this purpose, the Building and Safety Division provides inspections for new construction, buildings and remodeling of structures for compliance with the local, state and federal laws.
The Position The Assistant Building Regulations Manager will report directly to and be responsible for assisting the Building Regulations Administrator in the administration and enforcement of state laws and City ordinances governing the construction and use of structures, buildings, and mechanical, electrical and plumbing systems on residential, commercial and industrial property throughout the City.
The Assistant Building Regulations Manager will oversee the day-to-day operations of the permit, plan check and day to day Public Works functions in the Division. The incumbent manages and supervises the professional work of 21 supervisory, professional and technical personnel, including coaching staff for improvement and development, training, assigning, reviewing and evaluating work performance.
Monthly Salary Range Minimum $9,315 - Reference $11,178 - Maximum $12,875 per month. Appointments are typically made between the minimum and the reference point of the range, depending on qualifications. This position is on a merit pay plan which is based on performance. During the first year of employment, meritorious work may be recognized with a special wage adjustment up to a maximum of 10% outside of the merit pool upon approval by the City Manager.
MINIMUM QUALIFICATIONS
Education and Experience Any combination of education and experience that provides the required knowledge and skills is qualifying. A typical way of obtaining the necessary know/edge and abilities is: Graduation with a Bachelor's degree in civil engineering, architecture or a closely related field; and four years of increasingly responsible professional experience in civil or structural engineering, structural design, or plan checking for residential, commercial, and industrial structures which included at least 2 years of supervisory experience.
State of California Environmental and local zoning code enforcement experience is desirable.
License and Certificates
Must possess a valid Class C California Motor Vehicle Operator's License. Must possess and maintain registration as one of the following:
- Professional Civil, Structural, Mechanical or Electrical Engineer from the California Board for Professional Engineers and Land Surveyors;
- Professional Architect with the California Architects Board;
- Certified Building Official (CBO) from the International Code Council (ICC).
Master Code Professional certification from the International Code Council (ICC) is highly desirable.

- Experience in the enforcement of Federal, State and local laws, codes, environmental and zoning regulations and related ordinances;
- Knowledgeable in current supervision principles, practices, and techniques;
- Effective written and oral communication skills;
- Outstanding interpersonal skills; and
- Establishing and maintaining effective working relationships with the City Council, public officials, staff, architects, developers, contractors, and the general public.
