Award Winning Innovative Southern Community Seeking Solid Waste Management Director Cumberland County is seeking a Solid Waste Management Director to lead the Solid Waste Management Department, which provides for efficient use of a sanitary landfill to further the County's efforts in developing the current and future solid waste disposal-resource recovery system. The program conserves natural resources, reduces the volume of non-recoverable waste and disposes of nearly 3.4 million tons of waste in an environmentally sound manner. The next Solid Waste Management Director possesses outstanding leadership skills to identify, hire and promote talent, evaluate and create standards of performance with stakeholder input, hold all staff accountable for excellence and create metrics for assessing success in serving Cumberland County citizens. The Community: Cumberland County is a large and vibrant county in southeastern North Carolina, with a diverse population of approximately 329,000, the fifth most populous county in the state. Cumberland County is home to Fort Bragg, one of the largest military installations in the world and headquarters for U.S. Forces Command, XVIII Airborne Corp, 82nd Airborne, U.S. Army Reserve and U.S. Special Forces Command, with an active duty population of over 51,000 troops.
The strong military presence offers significant economic development potential, and there are opportunities for additional economic diversification. The City of Fayetteville (pop. 208,000, sixth largest city in N.C.), is the county seat and one of nine municipalities within the county. Fayetteville, whose motto is “History, Heroes and a Hometown Feeling,” just won recognition for being the most innovative city in the nation (read article here) and is a two-time All-America City award winner that offers the amenities of a sizable city, a revitalized downtown area and numerous shopping opportunities. The county’s other municipalities provide the option of small-town living, and Cumberland County includes large rural agricultural areas as well.
One of Cumberland County’s greatest assets is its thriving arts and cultural community. Theatre, symphony orchestras, and museums for adults and children are available, including the Airborne and Special Operations Museum. A variety of festivals and special events are held throughout the year and we are also home to the Fayetteville Marksmen hockey team and the SwampDogs, a summer collegiate baseball team. The City of Fayetteville is building a minor league baseball stadium downtown for a Houston Astros team that is scheduled to open in 2019. Cumberland County is home to two outstanding universities and an excellent community college.

Organization Overview: The Cumberland County Commissioners are a seven-member board. Five commissioners are elected from districts and two are elected at large. Commissioners serve four-year staggered terms. Cumberland County operates under the Board-Manager form of government. The County is regarded as a fiscally responsible, stable and well-managed government with sound budget and strong fund balance (net assets). The County has an overall budget of approximately $550 million, a property tax rate of 79.9 cents per $100 of assessed valuation and approximately 2,400 employees in 30 departments. The County government provides services ranging from animal control to zoning, as well as strong support for the public education system. Position Overview: The Solid Waste Management Director oversees a department with five divisions, 68 employees, and an enterprise fund budget of $17,375,600 supported by numerous user charges. Solid Waste Management provides for an environmentally safe location in which to dispose of solid waste debris and recyclables generated within the county. The Solid Waste Management administration division provides for all managerial and administrative duties for all sections/units of this department (Transportation, Container Sites, Ann Street Landfill, Construction & Demolition landfill, Household Hazardous Waste/Planning, Maintenance, Recycling, White Goods, Wilkes Road Treatment & Processing Facility, and Scale House) to include budget, purchase orders, requisitions, personnel, accounts receivable and payable, scale house operations, training, supply inventory, etc. In addition to equipment and collection inventory, key site assets are 17 collection sites across the county, the Ann Street Landfill (Construction and Demolition Landfill and Subtitle D Landfill) and the Wilkes Road Treatment & Processing Facility. Critical competencies for this position are an excellent track record of delivering customer service, effective problem solving and a leadership approach that both motivates and inspires excellence among employees. Qualifications, Compensation and Benefits: Minimum requirements: Bachelor’s degree in environmental management or a related field;supplemented by five year’s experience that includes supervising staff and managing solid waste collection and disposal programs; or an equivalent combination of education, training, and experience. Engineering education and experience is desirable. SWANA certification or ability to obtain within a year required. The selected candidate will be required to obtain and maintain a valid North Carolina driver’s license. Expected hiring range is $66,007 -$110,820 depending on qualifications.
