THE CITY: San Clemente, incorporated in 1928, is a general law city operating under the Council-Manager form of government. The city is a popular southern Orange County beach community which enjoys a year-round moderate climate averaging 70 degrees and is centrally located between Los Angeles and San Diego. The city is 18.45 square miles in area and has a current population of approximately 65,500. The City has approximately 191 full-time employees.
DEFINITION: The beautiful Southern California coastal City of San Clemente is seeking a qualified individual to serve as Senior Civil Engineer within the City's Public Works Department to perform complex professional engineering work. The Senior Civil Engineer will prepare engineering plans and specifications; act as a project manager on assigned projects; and perform a variety of technical tasks relative to assigned areas of responsibility. The position will be required to attend evening meetings as needed.
SUPERVISION RECEIVED AND EXERCISED: Receives direction from the Transportation Engineering Manager and Public Works Director/City Engineer. Exercises functional and technical supervision over professional and technical staff.
EXAMPLES OF DUTIES: Essential and other important responsibilities and duties may include, but are not limited to, the following:
- Perform complex professional civil engineering functions on transportation and civil engineering projects; review the scope of work; perform engineering calculations to evaluate costs.
- Serve as program manager on the City's Street Improvement and Sidewalk Repair programs; develop revenue estimates from various funding sources; prepare program budgets and track expenditures; develop and updated policies, procedures and design standards; develop planned seven-year Capital Improvement Plans; and develop recommended projects and ensure timely completion of approved projects.
- Administer the Pavement Management Program, including coordination of pavement inspection, data analysis, development of recommended rehabilitation strategies, administration of the pavement inspection and condition database; prioritization of street improvement projects, and preparation of required reports for City and outside agencies.
- Serve as project manager on multiple large and complex engineering projects; administer consultant and construction contractor contracts; review work to ensure compliance with specifications; recommend change orders; maintain records and process budgetary expenditures.
- Prepare scopes of work and requests for proposals for design projects; prepare specifications, cost estimates and contracts; coordinate the bidding and contract acceptance process; participate in the selection of consultants; prepare and present staff reports to the Council and other Boards and Commissions, as necessary.
- Exercise professional engineering judgment in accordance with currently accepted practices of civil engineering and appropriate laws, codes and design standards.
- Prepare engineering designs, specifications, costs and quantity estimates for public work projects; obtain required easements or permits.
- Prepare and/or review the adequacy and accuracy of computations, preliminary layout and design work from field and survey data.
- Prepare grant funding applications and manage grant funded projects to ensure timely completion and expenditures and to maintain eligibility.
Marginal Functions:
- Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of Civil Engineering or traffic engineering.
- Maintain a variety of files and records pertaining to assigned engineering functions.
- Perform related duties and responsibilities as required.
EXPERIENCE AND TRAINING GUIDELINES Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience:
- Five years of increasingly responsible Civil Engineering experience, including one year of lead supervisory responsibility. Due to the specific needs of the department, candidates with public agency (local government) experience will be given first consideration.
Training:
- Equivalent to a Bachelors degree from an accredited college or university with major course work in Civil Engineering or a closely related field.
License or Certificate:
- Possession of an appropriate, valid California class "C" driver's license.
- Possession of an appropriate, valid Certificate of Registration as a Professional Civil Engineer (P.E.) in the State of California.
TYPICAL MINIMUM QUALIFICATIONS:
Knowledge of:
- Principles and practices of transportation and civil engineering, such as roadway geometric and pavement design, work-site traffic control, pavement management and preservation, and development of project designs, plans, specifications, and estimates.
- Terminology, methods, practices, and techniques used in technical engineering study and report preparation.
- Multi-modal transportation treatments and designs used to accommodate all types of transportation, such as complete streets and active transportation approaches.
- Principles of mathematics as applied to engineering work.
- Recent developments, current literature, and sources of information regarding transportation and civil engineering.
- Construction principles and practices.
- Pertinent Federal, state, and local laws, codes, regulations, and design standards.
- Modern office procedures, methods, and computer equipment.
Ability to:
- Develop, review and modify complex civil or traffic engineering plans, designs, and specifications.
- Manage multiple engineering projects.
- Plan, coordinate, direct and manage the implementation of street and sidewalk rehabilitation and new construction programs.
- Ensure project compliance with appropriate Federal, state, and local laws, codes and regulations.
- Perform technical research and solve multi-disciplinary engineering problems.
- Exercise professional engineering judgment to achieve results consistent with objectives.
- Prepare and maintain technical civil engineering records and prepare complex comprehensive reports.
- Communicate clearly and concisely, both orally and in writing, including writing technical reports, design memoranda, policies and procedures and reports for executive and elected decision makers
- Establish and maintain cooperative working relationships with those contacted in the course of work.
- Maintain mental capacity which allows the capability of making sound decisions and demonstrating intellectual capabilities.
- Maintain effective audio/visual discrimination and perception to the degree necessary for the successful performance of assigned duties.
