Page 1 of 7 City Engineer City of Belle Fourche City Engineer *Summary This senior-level position is responsible for all duties undertaken by the Engineering, Planning and Zoning and Building Inspection departments and in assisting the other city departments in maintaining and improving the City’s buildings and infrastructure. City-owned infrastructure includes: Belle Fourche Municipal Airport; Belle Fourche Regional Landfill; Belle Fourche Area Community Center; city-owned and operated water, sewer, street and storm sewer systems; and other buildings, facilities and infrastructure. Essential Duties and Responsibilities include the following, personally or through subordinate personnel. Other duties may be assigned by Mayor/City Council that are appropriate to this job description. Engineering: Analyzes reports, maps, drawings, blueprints, tests and aerial photographs on soil composition, terrain, hydrological characteristics, and other topographical and geologic data to plan and design projects. Calculates cost and determines feasibility of projects based on analysis of collected data. Prepares or directs preparation and modification of reports, specifications, plans, construction schedules, and designs for projects. Inspects construction site to monitor progress and ensure conformance to engineering plans, specifications, and construction and safety standards. Uses surveying equipment such as levels, total stations, GPS systems and related computer software Uses computer assisted engineering and design software and equipment to prepare engineering and design documents. Performs all preliminary and engineering surveying. Performs construction staking and directs construction and maintenance activities at project sites. Prepares applications for and provide administration of governmental grants and loans for buildings and infrastructure. Works with the Public Works Department staff to evaluate and determine solutions to City Infrastructure. Assist city landfill operator in maintaining compliance with South Dakota Department of Environmental and Natural Resources including annual reports, progression surveys, permit applications and storm water management. Coordinate projects including surveying, design, bidding, construction, completion and operation of various projects for the City Infrastructure, Buildings and Operations. General: Handles training, assignments, evaluation and recommending the hiring, compensation and termination of all employees assigned to the Engineering Office. Attends all City Council and committee meetings and is a staff person on the City Planning Commission. Ensure the City’s compliance with all federal, state, county and city ordinances, laws and regulations as they apply to handling of municipal/state/federal finances and grant/loan administrative functions. Reviews financial statements with Finance Officer and maintain departmental budget. Evaluation of Engineering office staff as per City of Belle Fourche policy. Supervise the operation of the Engineering Office computer system. Work with various City committees, council members, mayor and City Attorney to draft City Ordinances and Resolutions to address issues. Provide and present to City Common Council and committees data and information for the council and committee members to make informed decisions. Planning and Zoning: Review plats and preliminary plans within the City Limits and Extraterritorial Jurisdiction for compliance with City Ordinances, master plans, comprehensive plan and other documents guiding the growth and development of the City. Provide recommendations to the Planning and Zoning Commission as to the compliance and staff recommendations to come into compliance with City Ordinance of proposed plats, variances, and zoning changes. Work with the Planning and Zoning Commission and other committees to develop and update planning documents including master plans, comprehensive plans and long range plans. Building Inspections: Oversee issuing of building permits in compliance with building codes and planning and zoning ordinances. Oversee that building inspections are completed and documented. Oversee that sewer and water service connections are completed in accordance with City Ordinance. Read and interpret City Ordinance in relation to building and zoning. Oversee enforcement of adopted building codes. Flood Plain Administration: Respond to questions regarding flood zones within the City Limits Interpret and explain Flood Insurance Rate Maps and understand the various flood zones and floodway designations. Review building permits and plats in relation to flood zone encroachments and verify development and construction is in compliance with FEMA, State and City requirements to protect development and structures from flooding hazards. Work with the US Army Corps of Engineers and the Public Works Department to Page 3 of 7 City Engineer maintain USACE sponsored levee systems within the City Limits. Coordinate with FEMA and consultants regarding flood map updates, issues and exclusions. Supervisory Responsibilities Directly supervises three to four employees in the Engineering Office. Carries out supervisory responsibilities in accordance with the City’s policies and applicable laws. Mathematical Skills Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations.
