DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS: The Assistant Director at the Houston TranStar building is responsible for acting as the liaison for the City of Houston and will coordinate the management of the Houston Transtar building where the region's transportation system is implemented. This position will maintain the unique partnership of representatives comprised of the City of Houston, Harris County, METRO, and TXDOT. Working under the direction of the Executive Committee, the Assistant Director develops, coordinates and implements a long-range building plans for the facility. Manages a multi-million dollar an annual operating budget, facilitates communication between emergency managers, traffic incident managers, and transportation managers and directors. Coordinates day-to-day activities. Responsible for the organization and scheduling of building maintenance, building improvements, and on-site constructions as needed. Acts as a liaison for the outreach TranStar programs. Responsible for the management of public information. Oversee website maintenance and development, approve media releases, and coordinate emergency management events housed at the Houston TranStar facility. This role will require heavy involvement with local and regional media outlets. Schedules and conducts multi-agency project coordination and management meetings. Draft and implement policies and standard operating procedures. Oversee the management and implementation of new technology. Works with staff to identify, discuss, review and resolve conflicts and ensure smooth consortium operation. Administers special projects, as needed.
WORKING CONDITIONS: This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.
This is a Houston Public Works Emergency Management position at the Tier 1 Level.
MINIMUM REQUIREMENTS
EDUCATIONAL Bachelor's Degree in Business Administration/Management/Transportation/Public Policy/Engineering or a related field. Master's Degree may be substituted for 2 years pertinent experience.
EXPERIENCE Seven years of progressively more complex/responsible administrative experience are required, with at least three of the years in a supervisory capacity. Additional professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.
LICENSE A valid Texas Driver's License in compliance with the City of Houston's policy on driving (A.P. 2-2).
PREFERENCES Preference will be given to candidates who have experience in the following: • Management in transportation (traffic operations, transit operations, freeway management) and project management • Emergency Management operations (working knowledge) • Traffic Management Center operations and Intelligent Transportation Systems (working knowledge) • Public outreach and media relations, facilities maintenance, team building and program coordination **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
