Position Summary: Performs advanced, professional-level work in the management and administration of development service activities to include comprehensive planning in coordination with the Hillsborough County City-County Planning Commission, comprehensive plan implementation (current planning) to include responsibility for processing rezoning applications, development review (including site-plan review), and the drafting and implementation of development regulations for Plant City. Provides support, direction and policy guidance to citizen advisory boards, the Development Review Committee and the City Commission. Supports and manages Plant City’s “Design Review Official” with specific authority and responsibilities as defined in the Historic Preservation Chapter of the Plant City Code of Ordinances, including overseeing the review and approval of all development within the designated historic districts, the drafting and implementation of historic-preservation regulations and administration of historic grant applications and awards to Plant City.
Essential Duties and Responsibilities include the following. Other duties may be assigned as dictated by operational necessity. Directs and supervises the activities, functions, and personnel, as well as performs long-rang and current planning activities of the Planning & Zoning and Community Services Divisions. Directs the development of land use proposals and makes recommendations concerning rezoning, annexation, and site-plan approval requests. Also, develops strategies to promote smart growth and quality development in Plant City. Determines time priority of specific projects in accordance with comparative necessity, desirability and the time limits set for completion by the City Manager. Answers questions from staff and the general public concerning planning, zoning, and historic-preservation and other development matters affecting Plant City. Gathers and analyzes data and prepares reports, exhibits, and recommendations for the City Manager, Planning Board, Board of Adjustment, Historic Resources Board, Development Review Committee and the City Commission, on a regular basis. Writes, reviews and edits official documents on behalf of the City of Plant City. Acts as technical advisor to other department heads, subordinate staff and similar officials on planning matters affecting the City of Plant City. Manages and supports actives related to Plant City’s Community Redevelopment Agency (CRA). Attends and conducts various meetings and makes oral/written presentations. Knowledge, Skills, and Abilities: Knowledge of the Florida Growth-Management Act (Chapter 163, FS) and general land-use law. Knowledge of the principles, practices, and techniques of professional land-use planning and land-use development. Knowledge of the principles and practices of public administration and personnel supervision. Knowledge of applicable local, regional and state development regulations. Ability to communicate effectively both orally and in writing. Skill in writing reports, regulations, and official documents. Ability to think logically, conceptually, critically, analytically and formulate professional recommendations. Ability to present ideas and findings clearly and concisely in writing, graphically, and orally. Skilled in writing reports, regulations, and official documents. Skilled in the use of a computer and software utilized by the assigned work unit. Ability to establish and maintain effective working relationships with division heads, outside agencies, the general public and other staff. Ability to deal with difficult people and/or disgruntled customers. Ability to understand and comply with rules and regulations. Education and Experience: Masters of Urban or Community Planning or a closely related field. Six years of public land-use planning experience, which includes at least four years of progressively responsible supervisory experience. Any equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the work considered. Certificates and Licenses: Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification. Certification by the American Institute of Certified Planners (AICP) is highly desired. Supervisory Responsibilities: Responsible for the direct supervision of all Planning and Zoning staff members.
