The City of Olathe Public Works Department is actively seeking a Water Quality Program Coordinator to formulate, interpret, implement and administer stormwater quality policies and procedures that reduce environmental impacts from City operations and private development. Responsible for developing public education, outreach, and involvement activities for the Stormwater Section.

Key Responsibilities:
- Formulate, interpret, implement, and administer stormwater quality policies and procedures.
- Analyze current practices and procedures as they pertain to Stormwater Pollution Prevention Plans (SWPPPs), Industrial Stormwater Permits, and KDHE regulatory reporting requirements, and assist divisions in meeting permitting requirements.
- Provide technical assistance to ensure compliance with environmental regulations and promote pollution prevention alternatives.
- Administer the Land Disturbance Permitting process for the Stormwater Section. Includes implementation and enforcement of all permits using the Ener Gov software system. Provide technical assistance and enforcement support for residential development where erosion control is managed through Building Permits.
- Provide inspection and compliance to ensure stormwater NPDES and Title 17 requirements are met. NPDES compliance areas include erosion and sediment control, illicit discharge detection and elimination, and operation of post construction best management practices (BMPs).
- Coordinate with federal, state, and county regulatory agencies, industry representatives, waste consultants, and legal advisors as needed to address stormwater permitting and local environmental concerns.
- Provide training, advice, and compliance support to staff ensuring construction projects and maintenance activities are carried out in an environmentally responsible manner. Implement City's erosion and sediment control training and certification program.
- Participate in regional and metropolitan initiatives to develop environmental education, serving as an active member of committees and inter-agency working groups.
- Keep current on Federal, State, and local legislation affecting environmental programs and projects, and analyze implications of new regulations and requirements
- Respond to public inquiries in a courteous manner and resolve complaints in an efficient and timely manner.
- Develop and conduct public education and outreach for the Stormwater Section through the preparation of press releases, fact sheets, newsletter articles, direct mail pieces, brochures, display boards and other
- print media, partnering with Communications Director. Organize Aqua Fest and Storm Drain Art Programs to educate elementary school students about watersheds and water quality.
- Supervise interns and other subordinate employees to ensure private and public stormwater BMPs are inspected for proper construction and maintenance.
- Perform other duties and responsibilities as required.
Experience and Education Guidelines Any combination of experience and education that would likely provide the required knowledge, skills and abilities is acceptable. A typical way to obtain the knowledge, skills and abilities would be: Experience: Two (2) to five (5) years of progressively responsible experience managing a program in local or regional government; or an equivalent combination of education and experience. Environmental program experience preferred. Education: Associates Degree in environmental sciences, public administration, communications, biology, business administration or related field required. Bachelors Degree in environmental sciences or environmental policy preferred. Five (5) or more years of professional experience in environmental programs and codes enforcement may be substituted for educational requirements.
Knowledge of: Water quality regulations and requirements, pollution prevention best management practices (BMPs), erosion and sediment control BMPs, inspection procedures and codes enforcement, and public outreach and involvement preferred. Licenses and Certificates: Must be a Certified Erosion, Sediment and Stormwater Inspector (CESSWI), or have the ability to obtain CESSWI or similar professional inspector certification within 12 months of employment. Possession of a valid driver's license with a good driving record is required.
