The City of Olathe Public Works Department is actively seeking a Senior Building Design Project Manager (CEIV) to plan, direct, manage, and oversee all activities for the planning, design, construction, and close-out of new City building improvement projects and remodel/rehabilitation projects, including determination of construction delivery method; consultant and contractor selection; contract development and negotiations; project programming, planning, and design; budget development and management; and schedule development and management.

Key Responsibilities:
- Provide leadership and comprehensive project management throughout design, pre-construction, construction, and close-out phases for all new City building improvement projects and remodel/rehabilitation projects.
- Plan, lead, and manage all work related to the programming, planning, design, and construction of all City building improvement and remodel/rehabilitation projects, including project scope definition, building development, scheduling, close-out, and warranty phase activities.
- Provide project leadership and collaborate with City department managers and key City project team representatives throughout all aspects of project planning, design, construction, and close-out.
- Research various construction delivery methods and contract models available, and advise City staff, City management, and City Council on the appropriate delivery method for a specific project.
- Develop RFQs/RFPs for solicitation of design services and construction services. Lead and manage the evaluation and selection process for architectural and engineering consultants for the planning and design of city projects, as well as the selection of construction managers and contractors for the construction of city projects.
- Lead and manage all contract negotiations with design consultants and construction firms.
- Exercise professional architectural and engineering judgment in accordance with currently accepted practices of architecture and civil engineering and appropriate laws and codes.
- Provide clear and effective communication to City administration and City Council on project related matters and respond to direction given by City administration and City Council. Present project and contract information at City Council meetings as necessary.
- Lead and assist with the development of special reports and studies as required.
- Prepare and review architectural and engineering specifications and design criteria related to equipment, materials, and construction practices related to building design and construction.
- Coordinate projects with cities, county, state and federal agencies.
- Assist in preparation of the 5-year Capital Improvement Plan for architectural projects.
- Perform related duties and responsibilities as required.
EXPERIENCE AND EDUCATION GUIDELINES Any combination of experience and education that would likely provide the required knowledge, skills and abilities is acceptable. A typical way to obtain the knowledge, skills and abilities would be:
Experience: Nine to twelve years of architectural or construction engineering and project management experience; preferably with experience in a municipality or Public Works department. Education: Equivalent to a Bachelor's degree from an accredited college or university with major course work in civil engineering, architecture, construction management or a related field. Cumulative years of specialized knowledge and experience will be considered in lieu of degree. Licenses and Certificate: Architect or Professional Engineer's license preferred. Possession of or ability to obtain a valid Driver's License.
