NATURE/PURPOSE OF WORK: Under general supervision of the Development Services Director, oversees, manages, administers and directs the functions associated with the day-to-day duties of the Engineering Division for the City of Gillette.
ESSENTIAL FUNCTIONS OF THE JOB 1. Performs a variety of management and supervisory functions. Oversees and manages assigned staff and personnel of the City Engineering Division. Interviews prospective employees. Hires and/or recommends hiring. Identifies and implements new employee and on-going staff training programs. Coordinates, prioritizes and assigns tasks and projects. Tracks and reviews work progress and process. Establishes employee and operational performance measures, goals, objectives and priorities. Evaluates work performance. Prepares performance appraisals. Recommends and/or undertakes subsequent performance-related actions. Develops and recommends and/or implements corrective actions. Recommends and/or implements disciplinary actions up to and including suspension and/or termination. 2. Provides advice and counsel to City Council and City administration on infrastructure related issues. Serves as primary staff support to the Public Works and Utility Advisory Committee and works with the Chairman of that committee and other City staff in addressing issues relating to the mission of the Committee. Oversees preparation of feasibility studies, the review of project designs and specifications for municipal and development projects, as well as the acquisition of lands, rights-of-way and easements for private development and municipal projects. 3. Assists with development of the City’s five-year capital improvements program and capital budgeting processes. 4. Provides planning, design, and construction management services for all capital projects through the use of in-house personnel, private consultants and contractors. Permits, manages, and inspects projects to insure compliance with project plans and specifications through assigned staff. Provides recommendations for solutions to construction/design problems and reviews/approves contractor and engineer payment requests. 5. Supervises consultant selection process, assists as needed in contract negotiations, contracts, and administration services. Coordinates engineering related studies and activities with other departments and companies. 6. Oversees the Development Review Process for Engineering related items for all private development projects within the City, including but not limited to subdivisions, annexations, zoning cases, commercial site development, and residential lot development. Aids the Planning & GIS Manager in providing staff support to the Planning Commission and Board of Adjustment, as required.
ESSENTIAL FUNCTIONS OF THE JOB (Cont’d) 7. Interacts with and assists the public on municipal engineering, construction, and operational issues. Acts as the Flood Plain Manager for the City and oversees administration of related City ordinances. Attends scheduled City meetings, and prepares correspondence, reports and studies. Reviews developments and improvements for compliance as it relates to City codes and standards. Manages and inspects subdivision and development improvements to ensure compliance with project plans and specifications, provides recommendations for solutions to construction/design problems.
OTHER DUTIES OF JOB 1. Must obtain within six (6) months of employment and must maintain licensure as a Wyoming State Registered Professional Engineer. 2. Must have at the time of application and must maintain a valid Driver’s License. 3. May be required to work outside the traditional work schedule. 4. May be subject to call out and/or call-back. 5. Performs other duties as assigned or required.
SUPERVISION RECEIVED Receives supervision from Development Services Director in regard to daily work duties.
SUPERVISION GIVEN Provides direct supervision of two (2) staff members.
WORKING CONDITIONS 1. Works indoors in adequate work space, lighting, temperatures and ventilation. 2. Works with average indoor exposure to noise, stress, and disruptions. 3. Travels occasionally to various agencies to conduct audits. 4. Normal indoor exposure to dust/dirt. 5. May be exposed to dangerous machinery, potential physical harm, hazardous chemicals, extreme weather conditions, infectious diseases and high noise levels. 6. May be required to work outside the traditional work schedule.
PHYSICAL AND MENTAL CONDITIONS 1. Must possess ability to record, convey and present information, explain procedures and follow instructions. 2. Must be able to sit and stand for prolonged periods of time, walk intermittently throughout the workday, with occasional periods of twisting, bending, stooping, reaching, carrying, pushing and pulling necessary to carry out duties of job. 3. Dexterity requirements range from simple to coordinated movements of fingers/hands; feet/legs; torso necessary to carry out duties of job. 4. May be required to lift and/or carry heavy, bulky supplies, materials and/or other items weighing up to 30 pounds. 5 Must demonstrate emotional stability. 6. Must be able to move frequently throughout the work day. 7. Must be able to pay close attention to details and concentrate on work. 8. QUALIFICATIONS A. EDUCATION/TRAINING A Bachelor’s degree in Civil Engineering or closely related field. B. WORK EXPERIENCE 1. Five (5) years of relevant civil/municipal engineering or closely related experience and three (3) years supervisory experience. 2. Any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved.
KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS: 1. Knowledge of applicable city, county, state and Federal statutes, rules, ordinances, codes, regulations, administrative orders, case law and other governing rules and regulations. 2. Knowledge of the Federal, state, and local rules, regulations, policies and procedures regarding the operation and administration of water, wastewater, drainage, transportation and related systems. 3. Knowledge of the City’s and the Department’s policies and procedures. 4. Knowledge of the principles of management and supervision. 5. Knowledge of the principles of bookkeeping and/or accounting. 6. Knowledge of the principles of master planning. 7. Knowledge of the principles of files and records management. 8. Knowledge of the legislative process and intergovernmental relations. 9. Knowledge of the principles and practices of civil engineering. 10. Skill in reading, understanding, interpreting and applying relevant city, county, state and Federal statutes, rules, ordinances, codes, regulations, administrative orders, case law and other governing rules and regulations. 11. Skill in assessing and prioritizing multiple tasks, projects and demands. 12. Skill in working within deadlines to complete projects and assignments. 13. Skill in assessing, analyzing, identifying and implementing solutions to complex problems. 14. Skill in preparing and presenting written and oral reports and presentations to internal and external audiences. 15. Skill in establishing and maintaining effective working relations with co-workers, other City employees, representatives from other city, county, state and/or Federal agencies, the news media, general public and/or others having business with the City of Gillette. 16. Skill in operating a personal computer utilizing a variety of software and operating systems/applications.
