Position Summary Plan, coordinate, direct, and supervise all operations and programs relating to the City's wastewater treatment, biosolids program, and wastewater quality laboratory in a safe, continuous, and cost effective manner, in compliance with local, State and federal rules and regulations. These tasks are illustrative only and may include other related duties. Qualifications and Skills Education and Experience Five years of job related work experience in a related operations and maintenance field with an increasingly responsible supervisory or leadership capacity. Knowledge, Skills and Abilities Knowledge of modern principles and practice of a public wastewater treatment plant operation, and maintenance methods, materials, and equipment used in treatment plants. Knowledge of the federal Clean Water Act, Oregon Department of Environmental Quality, and other applicable rules and regulations pertaining to wastewater, and of the national Pollutant Discharge Elimination System and their relationship to the wastewater utility. Ability to interpret and apply applicable local, State, and federal regulatory requirements. A broad knowledge of wastewater utility operations. Knowledge of principles of supervision and personnel practices, and budgeting and records keeping. Ability to work under time constraints, manage evolving situations, perform multiple tasks effectively, evaluate and motivate staff to maximize organizational efficiency and effectiveness. Ability to read plans, specifications, engineering drawings, and interpret maps. Ability to develop and implement operations and maintenance management programs and procedures. Strong leadership, communication, and organizational skills. Ability to plan, assign, and supervise the work of subordinates to accomplish goals and objectives. Effective written and oral communication skills; ability to prepare and present comprehensive written and oral reports on technical and complex issues to a non-technical audience. Ability to make appropriate decisions, apply independent judgment, solve complex problems and prioritize support activities and programs in a cost effective manner. Get along well with coworkers and maintain working relationships, including effective labor relations. Special Requirements Maintenance of First Aid and CPR certification. Possession or ability to obtain a valid Oregon Drivers License. Respond to emergency calls during business hours and after hour call outs and coordinate emergency response activities. Must be able to respond within 30 minutes to the Wastewater Reclamation Plant prior to the end of probationary period. Occasional travel includes local and regional meetings. This position may regularly be required to work evenings and weekends. Demonstrable understanding and commitment to sustainability; promote commitment, understanding and use of sustainability principles by employees for day to day operations.
