JOB SUMMARY: Under general direction of the Assistant Director of Public Works, the Street and Bridge Supervisor is responsible for providing a safe driving thoroughfare within the City and supervising the daily operations of asphalt streets, concrete streets, sidewalks, curb and gutter, and drainage or field maintenance activities. This will include, but is not limited to: scheduling and coordinating maintenance activities; evaluating performance of maintenance staff; scheduling and coordinating projects, maintaining databases and related files and records, performing problem resolution activities, supervising staff, inspecting projects; performs a variety of unskilled and semi-skilled maintenance, repair and construction work on public works infrastructure and projects including activities relating to City streets, storm drainage, alley, signs, traffic systems, pavement markings, sidewalks, water, and wastewater maintenance; and perform other duties as assigned. Work requires limited supervision and the use of independent judgment and discretion.
ESSENTIAL JOB FUNCTIONS:
- Supervise the day-to-day operations of maintenance activities in assigned area of responsibility, which includes planning, developing, coordinating, prioritizing, administering, enforcing, and evaluating projects, processes, procedures, systems, and standards and ensuring compliance with applicable Federal, State, and Local laws, ordinances, regulations, codes, and/or standards.
- Supervise staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures, and maintain a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations.
- Identify streets and storm drainage deficiencies and performance; assesses maintenance activities for effectiveness.
- Compile and collect data to select define and analyze improvement opportunities and strategies.
- Participate in the manual labor associated with the operation, maintenance, repair and construction of the roadway and storm drainage system including patching pot holes, laying asphalt, pouring concrete, installing traffic signs, and cleaning/grading ditches.
- Respond to emergency notifications even when not on the on-call schedule.
- Investigate and resolve complaints and/or issues received from internal and external customers.
- Promote and advance safety and efficiency of equipment by coordinating inspections, repairs, maintenance, and the operation of equipment and vehicles.
- Supervise and monitor the work of external contractors performing work for the City, which includes inspecting work to ensure compliance with applicable specifications and quality standards.
- Participate in reviewing a variety of engineering plans, as-builts, permits, building inspection plans, and/or other related items.
- Approve purchase orders and requests for expenditures related to tools, parts, equipment, materials, and supplies within established guidelines.
- Prepare and maintain a variety of records, files, reports, work orders, and/or other related information related to operational activities for assigned division.
- Participate in the development and monitoring of the Division and/or program budget. Coordinate the collection and compilation of data to support budgetary requests related to area of assignment.
- Participate in the preparation of bid specifications and obtains quotes for projects and equipment in assigned area of responsibility.
- Assist in issuing driveway permits and estimating the size of drainage pipes for driveways.
- Assist with preparation and disassembly of work sites including placing and removing barricades; maintain safety regulations including wearing appropriate clothing & PPE, erecting proper barricades and signage and using proper equipment and materials.
- Operate a variety of complex equipment, machinery and tools including: trucks, backhoes, air compressors, jackhammers, pumps, loaders, dozers, concrete saws and mixers, hammer drills, generators, chain saws, tractors, mowers and other similar equipment and machinery.
- Assist lower level employees with complex maintenance activities and/or projects.
- Perform traffic control as needed.
- Performs other duties as assigned.
