BASIC FUNCTION:
Under the direction of the Surface Water Manager, coordinate with other Public Works and City staff to manage contracted consultant services in the design, permitting, construction, and inspection of public surface and stormwater capital improvement projects. Provide coordination of both public and private surface and stormwater related projects with Public Works Streets, Traffic, and Development Services Divisions, other City departments, outside agencies, and the general public. Perform field investigations of surface and stormwater problems; coordinate with city staff, outside agencies, and property owners in the resolution of identified drainage problems. Present project recommendations and status orally and in writing to supervisory staff and City Council. Analyze and design surface and stormwater projects to provide flood reduction, water quality improvements, riparian, stream, and wetlands habitat restoration.
ESSENTIAL JOB FUNCTIONS:
- Provide project and contract management in the development, design, and construction of large surface water capital improvement projects..
- Perform in-house design, including hydrologic and hydraulic modeling, cost estimates, specifications, technical reports for a wide variety of surface and stormwater projects.
- Perform asset management data collection, management, and analysis for stormwater drainage, detention, and water quality treatment facilities.
- Provide technical support to field maintenance crews, property owners, and other Public Works staff.
- Prepare, submit, and manage various project grants.
- Attend and represent the City at various meetings with citizens, developers, contractors, consultants, city departments, and outside agencies. Prepare and deliver presentations to various citizen and special interest groups, management staff, committees, and City Council.
- Provide management, supervision, work direction, guidance, technical assistance, coordination, and review work of consultant service providers. Investigate and prepare recommended solutions to various identified surface water drainage problems.
- Respond to questions and complaints from the public concerning surface water related problems, projects, and issues.
- Assist in the update of existing and/or establishing new surface water management codes and regulations.
- Assist in the development, implementation, and management of a comprehensive surface water facility plan.
- Perform related duties as assigned.
KNOWLEDGE OF:
- Principals, practices, methods and techniques of civil engineering.
- Modern engineering methods and techniques as applied to the design, construction and maintenance of surface water engineering projects.
- Hydrologic and hydraulic computer models including, but not limited to HEC, SCS, SBUH, HSPF, SWM, etc.
- ArcGIS/CAD and/or other mapping and design software.
- Growth Management Act legislation and associated surface water management requirements.
- Municipal government operations.
- City organizations, operations, policies and objectives.
- Principles and practices of providing work direction and guidance.
- Report writing and plan interpretation skills.
- Correct English usage, grammar, spelling, punctuation and vocabulary.
- Record keeping techniques.
- Interpersonal skills using tact, patience and courtesy.
- Telephone techniques and etiquette.
ABILITY TO:
- Analyze and develop complex engineering plans, specifications and estimates.
- Interpret and explain City, State, Federal and APWA codes, ordinances, specifications policies, procedures and standards.
- Analyze situations accurately and adopt an effective course of action.

- Develop and conduct oral presentations.

- Provide work direction, guidance and technical assistance to others.

EDUCATION AND EXPERIENCE:
Any combination equivalent to:
- A Bachelor’s degree in Civil Engineering from an accredited college or university.
- Minimum of five (5) years with increasing responsible surface and stormwater engineering experience.
- Project Management experience preferred
- Utility Asset Management, PACP and/or surface and Stormwater experience a plus
- Experience with Professional Services, Public Works, Goods and Services contract a plus
LICENSES AND OTHER REQUIREMENTS:
- Professional Registration in Civil Engineering with the Washington State Board of registration for Professional Engineers and Land Surveyors or the ability to obtain registration within six (6) months of hire..
- Valid Washington State driver’s license.
