FINAL FILING DATE: 03/30/2018 DEFINITION DISTINGUISHING CHARACTERISTICS SUPERVISION RECEIVED AND EXERCISED May exercise technical and/or functional supervision of Parks & Community Services,, Public Works, and Community Development and Sustainability operations and maintenance personnel and City contractors in relation to implementation of the IPM program. Coordinates the IPM Technical Advisory Committee. Examples of Duties: EXAMPLES OF ESSENTIAL FUNCTIONS – Duties may include, but are not limited to the following: Develop and implement an integrated pest management program to prevent and control pests in City owned parks, trees, planters, public landscaped areas and rights-of-way, open space, drainage channels, wastewater treatment plant, city retention/detention ponds, creeks, seasonal waterways, and facilities using a composite of techniques to include physical, chemical, mechanical, cultural, and biological methods. Assist in the development and establishment of policies and objectives consistent with those of the organization to ensure safe and efficient operation of individual operating units. Provide technical guidance and oversight. Assist in the management of pest management contracts to include specifications, budget, and daily activities. Ensure compliance with all application policies, procedures, laws, and regulations. Manage database of information to ensure compliance. Assist all departments with pest control management within their areas of responsibility and provide contact information for questions regarding pest management. Ensure all department IPM applicators have pesticide labels and Safety Data Sheets available in their departments for all pesticides used, train staff involved in application of pesticides or other products on safe practices in accordance with the Safety Data Sheets. Research and recommend successful least-toxic methods, including less toxic chemical, mechanical, and cultural methods. Prepare and maintain a list of reduced-risk pesticides for approval by the IPM Technical Advisory Committee, or other designated City authority. Network with the academic community and other IPM resources regarding current knowledge of pest ecology and control. Provide guidance to City staff and contractors engaged in pest management activities including analysis and diagnosis, application of treatments, data collection, and reporting with the goal to minimize pesticide use and assure adherence to the City's IPM Policy. Participate in the development, implementation, and maintenance of policies, objectives, short-and long-range planning to develop and implement projects and programs to assist in accomplishment of established goals. Maintain all applicable recommendations, records, and other documentation related to pesticide storage and application to maintain compliance with applicable local, state, or federal requirements. Write recommendations and collect, analyze and report statistical data. Present reports to the County Department of Agriculture, City Commissions, City Council, or other groups. Assist in the establishment and maintenance of citizen outreach programs to assist the community in understanding and implementing IPM practices, and recruit, train and supervise community volunteers to assist in pesticide free park and greenbelt management. Work with city personnel, commissions, and consultants in the development and implementation of the City's IPM program. Build and maintain positive working relationships with co-workers, other city employees, contractors, and the public using principles of good customer service. Survey and inspect trees, shrubs, grass, rights-of-way, vegetation, aquatics, and structures for evidence of disease or presence of harmful pests by using visual aids, field observations, and historical records. Monitor pest ecosystems to evaluate the presence of pest species, natural pest predators, and conditions that may contribute to pest problems. Utilize traps and chemical and non-chemical methods to manage pests. Provide expertise, assistance, and training to staff, structural contract service providers, and the public about pest biology, the IPM approach, new pest management strategies, and toxicology of pesticides. For purposes of investigating/testing of new chemicals or methods of applying chemicals the following duties may apply: Provide responsive, high quality service to City employees, representatives of outside agencies, and members of the public by providing accurate, complete, and up-to-date information, in a courteous, efficient, and timely manner. NON-ESSENTIAL FUNCTIONS Typical Qualifications: MINIMUM QUALIFICATIONS Knowledge of: Theory and practice of integrated pest management. Basic plant healthcare and integrated pest management practices and procedures. Equipment, methods, tools, practices, and procedures utilized in the safe and effective management of pest programs. Federal, state, and local EPA regulations for pesticide use and application, including continuing knowledge of associated human and environmental toxicity and exposure risks. Safe pesticide work practices, procedures, and applications. Global Positioning System and basic mapping techniques. Basic ecology of pest plant, animal, and insect species. Identification and control measures of pests and disease. Business math and statistical techniques. Principles and practices of work safety, including the handling of hazardous chemicals. Standard office practices and procedures, including the operation of standard office equipment such as computers and computer software programs relevant to assigned duties, including word processing, spreadsheets, databases, and presentations. Techniques for dealing with a variety of individuals from various socio-economic, cultural and ethnic backgrounds, in person and over the telephone and other electronic communication media. Principles and practices of customer service and conflict resolution. Public speaking techniques. Pest control prevention and eradication techniques including source reduction, biological control, and chemical control. Current technology and trends in the profession. Formulas and procedures for mixing, loading, and using pesticides. Ability to: On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policy and procedures Effectively perform all aspects of integrated pest management including, but not limited to: Identify plant health indicators to determine plant vigor. Identify, diagnose, and make recommendations for treatment of biotic and abiotic plant health problems. Analyze and use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems. Make mathematical computations, estimates, and calibrations. Compile and analyze statistical data. Utilize various computer software programs to record, schedule, create reports, correspondence, and presentations. Prepare clear and concise reports, correspondence, procedures, and other written materials. Make presentations to City Commissions, City Council, or other groups. Organize, prioritize, and manage workload and timelines. Respond to inquiries and complaints from the public. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with management, employees, employee representatives, contractors, and the public representing diverse cultures and backgrounds in the course of work. Calibrate pesticide application instruments. Mix chemicals and prepare traps and baits according to label specifications and established guidelines. Exercise appropriate judgement in answering questions and releasing information and analyze and project consequences of decisions and/or recommendations. Provide training where needed to maintain an acute awareness of safety hazards and maintain a safe working environment. Supplemental Information: Experience and Training Experience: Three years of experience with organic farming or organic parks is desirable. Training: A minimum of 40 hours of continuing education shall be completed for every two year period.
