The City of Oxnard is seeking an experienced, energetic, customer-service focused Water Resources Manager to plan and implement programs and projects related to the Water Division.
WORK SCHEDULE: The normal work week is Monday through Thursday 8:00am to 6:00pm and alternating Fridays 8:00am-5:00pm. This position may be required to be available to work additional hours as needed to respond to workload needs. This position is not eligible for overtime pay.
DEFINITION: Under general direction, develops, implements and directs the City's water resource planning and policy related activities to assure that Water Division programs consistently comply with established laws, guidelines and regulations; provides executive policy level advice and performs administrative work in maintaining active liaisons with all organizations having water-related interests; performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS:
The Water Resources Manager is accountable for the effective planning and implementation of assigned Water Division programs and meeting division/program goals and objectives. This class is distinguished from the lower level class of Water Programs Manager by the responsibility for overall administrative management of program personnel, financial administration, program activities and procedural and policy issues.
SUPERVISION RECEIVED/EXERCISED:
General direction is provided by the Water Division Manager.
ESSENTIAL FUNCTIONS: (include but are not limited to the following)
- Responsible for carrying out comprehensive water division plans, goals, and objectives.
- Ensures customer service, public involvement and education, and stakeholder interactions are in concert with organizational philosophies, values and principles.
- Actively seeks and provides resources and information needed by staff to perform assigned duties.
- Prepares division recommendations on a variety of water resource public policy issues, procedural requirements, plans and ordinances.
- Supervises program implementation activities, such as water resource management, regulatory permitting.
- Manages project leads to achieve project objectives.
- Attends, participates, and represents the City on a variety of in-house and regional technical and planning committees.
- Conducts and/or participates in public hearings to explain program plans and solicit public input.
- Responds to inquiries from the public regarding water resource problems/issues.
- Facilitates effective interactions with and among professional and technical staff and peers, elected officials, outside agency staff, citizens and other stakeholders to ensure that information is shared, involvement opportunities are available, and informed consent among affected interests is attained where possible.
- May supervise staff, serving as coach, mentor, facilitator and trainer for individuals and for work teams composed of staff, interns and volunteers.
- Reads, understands, interprets, and analyzes complex regulations and related information.
- Resolves regulatory, implementation, and interpersonal conflicts with individuals, groups, and members and the public.
- Develops, prepares, and present, reports, plans, presentations, and supporting documentation using a variety of electronic and manual methods.
- Analyzes a variety of information and issues and effectively use independent judgment in planning and monitoring project progress, interpretation of information, decision-making, problem resolution, and compliance requirements.
- Assists the Water Division Manager with activities, operations and services of the divisions resource management and permitting.
- Seeks and supports continual improvement in program outputs.Maintains sustained attention to detailed, complex information with frequent interruptions.
- Travels to and attends meetings, conferences, or similar events that may occur during the day, evenings, or weekends.
QUALIFICATIONS:
Education and/or Experience:
The education, experience, knowledge, skills and abilities for a Water Resources Manager include: a Bachelor's degree in a field related to water, environmental, or natural resource management and the equivalent of five years of high-level experience in water resource management, with responsibility for policy analysis and advice.
License/Certificate:
Possession of an appropriate, valid California driver's license. Possession of a valid Civil Engineering registration is desirable. Possession of a valid D2 Water Distribution Operator Certificate issued by the State of California is desirable. Possession of a valid T2 Water Treatment Operator Certificate issued by the State of California is desirable.
