Under the supervision of the Superintendent of Buildings, the Assistant Superintendent of Buildings manages preventive maintenance, monitoring, and repairs for HVAC, elevator, fire suppression, and plumbing systems. The Assistant Superintendent directs Building Operations and Building Maintenance personnel as well as outside maintenance contractors to ensure that all public buildings are clean, safe, running efficiently and meeting the needs of all users.
Essential duties and responsibilities include but are not limited to the following:
- Manages laborers, skilled craft workers, and supervisors working in building trades and custodial services.
- Assists in the review and preparation of technical specifications for maintenance projects and maintenance contracts.
- Shares responsibility for after hours, on-call responsibilities for building systems and services.
- Works closely with the Building Services Manager, the Supervisor of Building Systems and the Municipal Facilities Plan Project Manager on the planning and use of contractual resources, and the determination of the appropriate response level and extent of repairs needed.
- Monitors energy usage for all city buildings, and work as part of a team to plan and implement efficiency interventions.
- Coordinates with other City Departments and DPW Divisions to coordinate on projects as needed, including those involving electrical, building envelope, water, and sewer or pump station work.
- Plays a key role in the implementation and management of work order and asset management systems to log requests, track progress on work, and communicate with requestors. Assigns work orders to the appropriate department staff, and ensures appropriate follow up and close out
- Provides technical leadership related to HVAC maintenance and BMS controls
- Maintains familiarity with and a working knowledge of the following regulatory codes: the National Fire Protection Association (NFPA) as it relates to the performance of the fire alarm system and the sprinkler system including the maintenance of same; the Massachusetts State Elevator Code as it relates to the performance and maintenance of elevators; the Massachusetts State Building Code as it relates to the performance of HVAC systems; State Gas and Plumbing Code as it relates to boiler plants and other applicable equipment; and Massachusetts Architectural Access Board (MAAB) as it relates to restrooms and egress pathways.
- Operates and manages software and hardware associated with building systems.
- Acts as the Buildings Division supervisory/administrative head in the absence of the Superintendent.
- Plays a management role in snow removal activities, particularly as it relates to areas adjacent to City buildings.
- Performs related duties as required
MINIMUM REQUIREMENTS:
- Five to eight of “hands on” experience in the HVAC field, at least 3 of which have been in a supervisory capacity.
- Experience supervising skilled technical staff at multiple work sites.
- Bachelor’s degree in Mechanical Engineering or Mechanical Engineering Technology is desirable.
- Demonstrated working knowledge of direct digital control based building management systems
- Experience interpreting blueprints and plans related to the preventative maintenance/repair of facility systems.
- Strong verbal and written communication skills.Ability to work effectively under time constraints to meet deadlines.
- Experience with the Tritium/Niagara BMS systems or similar is highly desirable.
- A valid Massachusetts Motor Vehicle Operator’s License Class D is required.
- Valid Department of Public Safety Refrigeration Technician license required.
