CLASS DEFINTION:
Director title covers job classes that direct operations and programs, and the development of policy and strategic plans for major departments, and have responsibility for a major and distinct function.
SUMMARY:
Under basic supervision, performs work of technical difficulty and complexity in professional transportation planning for the Elected Officials Transportation Committee (EOTC) including the City of Aspen, Pitkin County, Town of Snowmass Village and the Roaring Fork Transit Agency (RFTA); coordinates and conducts comprehensive long-range planning efforts and projects to result in the development and implementation of an Integrated Transportation Plan; coordinates with outside agencies on transit and transportation initiatives and establishes mobility priorities through the EOTC. Duties may vary according to job assignment.
ESSENTIAL FUNCTIONS:

Essential duties and responsibilities may include, but are not limited to, the following:
Programs, prioritizes and makes recommendations to governing bodies on transportation and mobility planning. Recommends transportation system improvements or projects, based on economic, population, land-use, and traffic projections Facilitates public meetings or hearings to explain planning proposals, to gather feedback from those affected by projects or to achieve consent on project designs Defines and gains elected-official buy-in for regional or local transportation planning problems and priorities and integrates approved improvement plans into community planning efforts Analyzes and interprets complex data from traffic modeling software, geographic information systems, or associated databases and determines programming priorities. Organizes, schedules, facilitates and documents EOTC staff meetings and elected official meetings. Develops packet for EOTC meetings. Develops and manages EOTC budget Orchestrates multi-jurisdictional approval to regional transportation priorities and determines most cost effective approach comparing infrastructure improvements, transit and transportation demand management (TDM) alternatives Documents and evaluates transportation project needs and costs. Seeks State and Federal grants, as well as, other grant opportunities and makes grant application for funding. Manages grant programs as needed. Develops design ideas for new or improved transport infrastructure, such as intersection improvements, pedestrian projects, bus facilities, and car parking areas. Ensures strong regional relationships for mobility and transportation planning. Identifies gaps suggests solutions to current mobility inefficiencies. Cooperatively coordinates and collaborates with CDOT as needed for mobility planning and project delivery needs. Collaborates with engineers, governments, the private sector and the community to research, analyze, or resolve complex transportation design issues. Collaborates with elected officials, staff, the public on transportation priorities and coordination opportunities. Supports the relationship between Pitkin County government and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned. Maintains regular and reliable attendance.
MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelor’s Degree in Public Administration, transportation engineering, traffic engineering, infrastructure planning; AND seven years of experience with transportation planning programs or equivalent combination of education, training and experience. Master’s degree is desirable.
Required Licenses or Certifications:
- Must possess a valid Colorado Driver’s License and acceptable Motor Vehicle Record.
- Specific technical skills training and certifications may be required.
KNOWLEDGE AND SKILLS:
Knowledge of:
- County policies and procedures, and state and federal laws and regulations governing planning and development.
- Principles and practices of transportation planning and Capital Improvement Project planning.
- Current legislative, political, and economic trends in state and federal government.
- Standard and specialized computer software applications, including Geographic Information System (GIS)
- Database management and records maintenance principles, practices, and methods.
