The City of Orange offers its next Public Works Director both an interesting professional challenge and the opportunity to lead in a City with a remarkable organizational culture where employees rarely leave, and where municipal politics are harmonious and productive. The new Public Works Director will have the opportunity to lead projects and staff without the distractions found in less successful environments, all in a City ideally located and with rich historical significance. This opportunity presents itself due to the retirement of Mr. Joe DeFrancesco after 37 years of service with the City of Orange, the last 10 years as the Public Works Director. The Public Works Director oversees 133 FTEs under four divisions. The department currently manages a $66.8M Operating and CIP budget and maintains over 315 miles of roads, 157 traffic signals, 418 vehicles, over 450 miles of water mains, and more than 30,000 sewer connections. Graduation from an accredited four-year college or university with major coursework in civil engineering, business administration, public administration, or a closely related field is required. A Master’s degree is highly desirable. A minimum of seven years of management and/or administrative experience in engineering, public works operations and maintenance, public administration, or a related field, including at least four years of experience in directing and supervising of professional and technical staff is required. Certification as a Professional Engineer is preferred, but not required. The annual salary range is $143,316 to $183,780. Placement within the range is negotiable and DOQ.
